RESOLUTION R-1617-83: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $8,475 FROM THE PARK LAND FUND BALANCE FOR IMPROVEMENTS TO OAKHURST PARK.

BACKGROUND: In 1994, the City of Norman began collecting park development fees in the amount of $150 for every new residential building permit. The $150 fee is apportioned $75 to community park development and $75 to neighborhood park development. The neighborhood park portion of the fees must be spent on the neighborhood park in the area from which they were collected. The community park portion may be expended only at any of the seven community parks (Andrews, Griffin, Legacy, Reaves, Sutton, Saxon and Ruby Grant). There is a current balance of $8,475 in the Oakhurst Neighborhood Park development account that is available for allocation at this time.
Also, the 2009 Norman Parks and Recreation Master Plan identified a list of needs for each park, which we have expanded on since that time. Based on this list, there are some things that can be done at Oakhurst Park at this time with the available funding, which would address recent requests from residents in that neighborhood for park improvements.
DISCUSSION: At this time, staff is recommending the appropriation of Park Land Development funds for Oakhurst Park in order to make improvements to the park furnishings which would include 2 park benches, 3 picnic tables, 4 benches and 2 park grills. All of the new furniture would be placed on new concrete pads in the park.
RECOMMENDATION: It is recommended that the City Council approve Resolution R-1617-83, appropriating $8,475 from the Neighborhood Park Land Fund Balance (052-0000-253.20-00) to Oakhurst Park Improvements, Construction (052-9640-452.61-01; project PR0188) for park improvements described above at Oakhurst Park.
