BACKGROUND: The City of Norman has been selected to receive $43,691.52 from the Oklahoma Office of Homeland Security (OKOHS) fiscal year FY 2018 Homeland Security Program (SHSP - Local). These funds are designated to purchase a portable X-ray system. The equipment is essential for providing diagnostic capabilities for the Norman Police Department's Bomb Squad. This grant is fully funded with no matching required. Agencies receiving items purchased with this grant may be responsible for general maintenance of the purchased equipment if Federal funds are not available. Grant funds are paid on a reimbursement basis.

DESCRIPTION: The Norman Police Department has a Federal Bureau of Investigation (FBI) certified, FEMA Type II, Bomb Squad, capable of addressing multiple simultaneous incidents. The Bomb Squad works closely with local agencies to investigate and render safe suspicious items at all hours of the day/night and during sporting events, concerts, festivals, and other large gatherings of people. Portable X-ray systems are essential in the timely identification and analysis of suspicious items, and they are critical for an accurate investigation and ultimate safe rendering of explosives or other hazardous materials. The purchase of a new X-ray system will replace an outdated and poorly functioning system. Additionally, the equipment is in compliance with FBI standards and interoperability with other Bomb Squads within the state.

RECOMMENDATION No. 1: Approval of the grant by Council and acceptance of the contract by the Mayor.
