RESOLUTION R-1920-66: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $27,300 FROM THE SEIZURE FUND BALANCE TO PROVIDE FUNDING FOR YEAR TWO OF THE AXON TECHNOLOGY ASSURANCE PLAN UNDER CONTRACT K-1819-57.

BACKGROUND: The Police Department currently uses Taser Conductive Energy weapons and have used the Taser conductive energy weapon since 2003. The Axon Company does not service the X26 Taser systems anymore and we cannot get them repaired as they break. This has prompted the Department to look for a way to replace our units and keep them working and serviceable through the years.
DISCUSSION: Axon offered the City a program to replace 130 Taser weapons with the newest models (X26P’s) with needed accessories, along with a five-year extended no questions warranty under a Technology Assurance Plan. At the end of the five-year plan Axon will have replaced all our units with the same or similar model at no cost. Axon also provides us with four (4) spare units to have on hand, so if a unit goes down we do not have to do without one while sending it off for repair.
City Council accepted and approved this Technology Assurance Plan, K-1819-57, August 28th, 2018. We paid $163,338 the first year, which included the replacement of our conductive energy weapons, accessories, and first year warranty. We would propose to pay $27,300 for the second year and each year for the next three years. At the end of the fifth year Axon will have replaced all 130 of the City’s Tasers with the same or like models and batteries. We will also have an option to renew this program at that time. The total cost for the plan is $272,538.
It is proposed to use available federal and state seizure funds to pay for year two of this approved plan, $27,300.
RECOMMENDATION: It is recommended that $27,300 be appropriated from the Seizure Fund Balance (25-29000) to Firearms & Ammunition (account 25660138-45116).
