CHANGE ORDER NO. ONE TO CONTRACT K-1415-98: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND INSITUFORM TECHNOLOGIES, L.L.C., DECREASING THE CONTRACT AMOUNT BY $4,178 FOR A REVISED CONTRACT AMOUNT OF $358,666 AND EXTENDING THE CONTRACT TIME BY 30 CALENDAR DAYS FOR THE LINDSEY STREET SANITARY SEWER REHABILITATION PROJECT AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: As a part of the Lindsey Street Widening Improvements, the Norman Utilities Authority (NUA) will fund multiple projects to reduce the probability of future water or sewer repairs once the new roadway is constructed. The Lindsey Street Sanitary Sewer (SS) Rehabilitation Project will replace or rehabilitate about 2,900 feet of 21- inch sewer interceptor generally between McGee and Berry on the south side of Lindsey. Funding for this project is provided by a five dollar per month maintenance fee approved by the citizens of Norman in 2001 for the systematic replacement of aged and deteriorating sewer lines.
On January 13, 2015, the NUA approved Contract K-1415-92 authorizing RJN Group, Inc. (RJN) to perform the design, bidding and construction administration phases of the Lindsey Street SS Rehabilitation Project. The design work was compressed in order to allow the construction to be completed prior to or concurrent with other utility relocations. NUA staff approved the contract documents in mid-February 2015.
The advertisement for bids was published in the Norman Transcript on February 19 and February 26, 2015, and in several trade publications. Bids were received on March 12, 2015 and Insituform Technologies, LLC was the low bidder at $362,844. On April 14, 2015, the NUA awarded the bid to Insituform Technologies, LLC of Chesterfield, Missouri and approved Contract K-1415-98 in the amount of $362,844.
