CONSIDERATION OF AUTHORIZATION FOR THE NORMAN UTILITIES AUTHORITY TO PURCHASE POLYMER FROM POLYDYNE, INC., IN THE AMOUNT OF $1.11 PER POUND FOR THE NORMAN WATER RECLAMATION FACILITY.

BACKGROUND: In July, polymer vendors were invited to try out their products to determine which product would perform best in the Norman Water Reclamation Facility’s centrifuge equipment. Polymer is used in the dewatering and thickening of bio-solids. It used in dewatering to help remove excess water from the bio-solids as the equipment rotates (turns) at a high rate of speed (3600 rounds per minute). The dewatered bio-solids are then transported to land application fields for disposal. In the thickening application, polymer is used to help remove excess water for the purpose of digestion in the anaerobic digesters.
DISCUSSION: The following polymer companies were contacted for testing and bidding:
Polydyne Corporation - Riceboro, Georgia
Fort Bend Manufacturing - Stafford, Texas
Nalco Corporation - Sugarland, Texas
Water Tech - McAlester, Oklahoma
Bid packets (Bid# 1920-11) were sent to Water Tech, Nalco, Fort Bend and Polydyne. Nalco and Fort Bend Manufacturing did not submit a bid for consideration. Water Tech and Polydyne formulas worked in thickening waste activated solids as well as dewatered digester solids. Polydyne is less expensive than Water Tech based on cost per pound.
RECOMMENDATION: Staff recommends that the Norman Utilities Authority approve the purchase of polymer for sludge dewatering and thickening from Polydyne, Inc. for fiscal year 2019-2020 (FYE 20). Funds for polymer purchases in the amount of $140,000 are budgeted in NUA Wastewater Fund-Water Reclamation-Biosolids-Operating Chemicals (account 032-5545-432.31-08).
