AMENDMENT NO. ONE TO CONTRACT K-1920-51: AN AMENDMENT TO PIPELINE LICENSE WITH THE BNSF RAILWAY COMPANY FOR THE GRAY STREET WATERLINE REPLACEMENT PROJECT.

BACKGROUND: The Gray Street Waterline (WL) Replacement Project, pursuant to the current scope, replaces deteriorated 12-inch and 6-inch cast iron water line along Main Street, Flood Avenue, Gray Street, Tonhawa Street, University Avenue, Webster Avenue, Santa Fe Avenue, Jones Avenue, and Peters Avenue. The cast iron pipe was constructed over 50 years ago and has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to the water line are time consuming for staff and are very disruptive to traffic in the area as repairs are completed. The new waterlines will improve water transmission and will be constructed of non-corrosive materials such as polyvinyl chloride (PVC). On January 22, 2020, the Norman Utilities Authority approved Contract K-1920-46 with Cimarron Construction Company, LLC, for the construction of Project WA0202/WA0224 - Gray Street and Tonhawa Street Water Line Replacement in the amount of $2,136,965.00.

On May 11, 2020, Change Order No. 1 was approved to decrease the contract amount to add an additional 350 feet of 8-inch line to the project, to create additional pay items to allow for installation using directional drilling, and to reduce existing pay item quantities for restoration due to the use of directional drilling. On November 5, 2020, Change Order No. 2 was approved to add pay items and to amend existing pay items to account for fire service lines identified in the field and to also modify the quantities of 8 and 12-inch lines installed by directional drilling.

As part of this project, the existing 8-inch water line under the BNSF Railway Company railway just north of Gray Street will be replaced with a new 12-inch water line. The proposed 12-inch water line will be installed within a 24-inch steel casing pip...
