BACKGROUND: The Norman Utilities Authority (NUA) authorized preparation of a preliminary engineering report for the Lift Station D Rehabilitation Project on February 26, 2008. One component of the rehabilitation project is to replace a portion of existing deteriorated 16-inch force main along 12th Avenue NE between Rock Creek Road and Tecumseh Road. Phase 1 of the Lift Station D Force Main Replacement (WW0091) included upsizing 3,400 LF of existing 16-inch force main to 20 inches in diameter to alleviate numerous line breaks in the area and reduce pumping head at a rehabilitated Lift Station D.

On October 9, 2008, the NUA approved Contract K-0708-72 with Professional Engineering Consultants, P.A. (PEC) for design of the project. On February 9, 2009, the design plans were submitted to the ODEQ for approval and the ODEQ approved the plans on February 18, 2009.

On March 26, 2009, bids were received from six contractors for the construction of the project and Jordan Contractor's, Inc. was the low bidder at $373,071. On April 14, 2009, the NUA approved Contract K-0809-65 with Jordan Contractors. The project was substantially complete on August 5, 2009 when the 3,500 LF of new 20-inch force main was placed into operation. The final contract amount was $429,187.

DISCUSSION: Since that time, additional failures of the old deteriorated 16-inch force main have occurred along 12th Avenue NE between Rock Creek Road and its end point at the northeast corner of Griffin Park.
