CONTRACT K-1718-130: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND SMC CONSULTING ENGINEERS, PC IN AN AMOUNT NOT-TO-EXCEED $54,000 FOR ENGINEERING AND DESIGN SERVICES FOR THE SUMMIT VALLEY INTERCEPTOR PROJECT.

BACKGROUND:
The Summit Valley Lift Station (LS) and force main were constructed in 2004 as a part of Summit Valley Addition, Section 1. On October 14, 2003, the developer executed Contract K-0304-57 establishing a monthly lift station fee for Summit Valley Addition; currently, the LS fee is $1.62 per month, per customer. The lift station service area extended beyond the Summit Valley development as illustrated on the Summit Valley LS Service Area Map (attached). The force main discharging from the Summit Valley LS was enlarged to accommodate the entire service area. The developer also increased the diameter of approximately 1,000 feet of Summit Valley sewer interceptor from 8-inch to 18-inch to accommodate potential future growth in the service area.
In 2015, as a part of Summit Valley Addition Section 2, the developer extended the 15-inch Summit Valley sewer interceptor another 1,465 feet to the north to accommodate Section 2 as well as the other serviceable areas.
In 2015, the preliminary plat for Stone Lake Addition was approved contingent upon the provision of a sewer solution for the parcel. The developer agreed to construct approximately 1,200 feet of off-site 8-inch sewer line connecting Stone Lake Addition to the existing East Ridge LS to the west. On April 28, 2015, the developer executed Contract K-1415-130 establishing a monthly lift station fee for Stone Lake Addition; currently, the LS fee is $2.45 per month, per customer.
The sewer improvements completed by the developer of Stone Lake Addition allowed the Norman Utilities Authority (NUA) to construct an 8-inch sewer line under Lindsey Street and abandon the Siena Springs LS. The Siena Springs LS service area is also subject to a LS fee pursuant to Contract K-0607-70 approved on October 10, 2006; currently, the LS fee is $11.09 per month, per customer. With the recent abandonment of the Siena Springs LS, the LS fee for the Siena Springs service area will be reduced to approximately $2.45 per month, per customer.
DISCUSSION:
The Fiscal Year Ending 2018 (FYE18) budget established the Summit Valley Interceptor Project (WW0278) and included funding for the design of the project. The project will allow sewerage collected at the existing East Ridge LS to flow by gravity to the Summit Valley LS, and eliminate future operation, maintenance and replacement costs for the East Ridge LS. The Summit Valley Interceptor is illustrated on the attached Summit Valley Interceptor Project map; the interceptor construction would include the following:
1. Line A, approximately 960 feet of 15-inch sewer line;
2. Line B, approximately 1,010 feet of 15-inch sewer line; and
3. Line C, approximately 1,060 feet of 12-inch sewer line.
These improvements would be across undeveloped portions of the Summit Valley and East Ridge developments and would connect to the 15-inch sewer line constructed as a part of Summit Valley Section 2. Lines A, B and C above, totaling approximately 3,030 feet would be constructed by the NUA at an estimated cost of $428,000. The developers of Summit Valley and East Ridge have agreed to donate necessary easements across their properties.
SMC Consulting Engineers (SMC); of Oklahoma City has prepared the design for recent water and sewer improvements within Summit Valley Addition and have been selected by staff to design the Summit Valley Interceptor Improvements. Proposed Contract K-1718-130 (attached) will authorize SMC to survey, design and provide permitting assistance for the sewer improvements at a lump sum cost of $54,000. The lump sum cost is believed to be reasonable and staff recommends approval of the contract. The Contract includes the proposed schedule (Attachment A), the proposed work scope (Attachment B) and the breakdown of the proposed lump sum fee (Attachment C).
Design funding sufficient to pay the proposed contract with SMC is included in the Fiscal Year Ending (FYE) 2018 budget for the Summit Valley Interceptor Improvements, Design (account 032-9048-432.62-01; project WW0278). The proposed FYE19 budget includes construction funding for the interceptor project, totaling $428,000.
RECOMMENDATION:
Staff recommends approval of Contract K-1718-130 with SMC Consulting Engineers in an amount not-to-exceed $54,000 for surveying, design and permitting services for the Summit Valley Interceptor Improvements.
