CONTRACT NO. K-1213-150: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND KUCERA INTERNATIONAL, INC., IN THE AMOUNT OF $88,665 TO PROVIDE FOR AERIAL PHOTOGRAPHY, DIGITAL ORTHOPHOTOGRAPHY, AND PLANIMETRIC MAPPING FOR THE GEOGRAPHIC INFORMATION SYSTEMS DIVISION.

BACKGROUND: This project is a joint effort of several regional governments coordinated by the Association of Central Oklahoma Governments (ACOG) to develop an aerial photography base map for central Oklahoma and enable the participating governments to acquire additional mapping products they require to conduct their daily business. By combining our purchasing power, the participating governments will receive better pricing for the project as it is more cost effective for mapping contractors to collect aerial photography for large areas. In addition to the City of Norman, the participating governments include: City of Edmond, City of Midwest City, City of Newcastle, City of Guthrie, City of Geary, and City of Piedmont. These agencies will be referred to as the Central Oklahoma Alliance of Government Agencies 2013 (COAGA 2013). This is the third time ACOG has coordinated an update to the regional base map and the second time the City of Norman has participated in the effort. Norman last updated its orthophoto and planimetric base map with the COAGA project in 2010. The maintenance cycle of these databases is scheduled for every two years, but has stretched to three years due to budget constraints.
For Norman, this project will update the City's base map to reflect new construction and any other changes on the ground. The deliverable products will be color orthophotography at 3 inch pixel resolution for the urban area and at 6 inch pixel resolution for the rural areas and an update to the 1 inch to 100 foot scale planimetric mapping database, focusing upon building footprints and paving.
DISCUSSION: Request for Proposals by COAGA 2013 for Regional Digital Ortho Images and Associated Data was released by ACOG on December 7, 2012. Four companies responded with proposals by the due date of December 20, 2012: Pinnacle Mapping Technologies, Inc. of Indianapolis, Indiana; Kucera International Inc. of Willoughby, Ohio; Surdex Corporation of Chesterfield, Missouri; and Sanborn of Colorado Springs, Colorado. The members of COAGA 2013 reviewed the proposals and selected Kucera International as the preferred firm based on proposals and follow up phone interviews on January 3, 2013. The cost of the orthophotos and quality of the sample images provided by the firms were the primary factors influencing the decision, as all of the firms responding to the RFP submitted acceptable technical proposals. Kucera proposed a considerable price break if all of the cities that are a part of COAGA 13 participate in the orthophoto project. The planimetric base map of building footprints and paving was negotiated with the winner of the orthophoto project. The total cost of Norman's portion of the project will be $88,665 which is within the $100,000 budget. This project adds about 215 GB of data to the City's computer system.
Attached are a ranking of the proposals and a cost tabulation of the options selected by the City of Norman. Due to the length of the documents the selected Proposal and the COAGA Request for Proposal 2013-1 are available for review in the City Clerk's Office, but are not attached to the agenda item.
RECOMMENDATION: Staff recommends that City Council approve Contract No. K-1213-150, an agreement for services between Kucera International Inc. and the City of Norman, based upon COAGA Request for Proposals 2013-1 for aerial photography, digital orthophotography and planimetric mapping in the amount of $88,665 payable to Kucera International Inc. Funds for the project are available in Misc. GIS Projects/Construction (Account 050-9533.419.61-01, Project BG0037 - GIS Digital Aerial Photography).
