CONTRACT K-1920-39: A CONTRACT BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND CABBINESS ENGINEERING, L.L.C., IN AN AMOUNT NOT-TO-EXCEED $95,700 TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE ANDREWS PARK SKATEPARK PROJECT.

BACKGROUND: On October 13, 2015, Norman citizens passed the Norman Forward Initiative; which will fund various projects through a ½% sales tax increase over 15 years. Included in the Norman Forward Initiative is a project to make improvements to Andrews Park. The majority of that project is to build a new skate park. Recently, a contract was approved with American Ramp Company (ARC) to provide turnkey construction services for the new skate park, excluding the site engineering services. Those services include site survey, geotechnical investigation, site grading, drainage design beyond the footprint of the skate park, any necessary electrical, plumbing, and associated utility engineering solutions. To provide such service, we now propose to hire a local firm to work with ARC throughout the design and construction phases of the project to complete the work in the most efficient manner possible.
DISCUSSION: In July, 2019, Request for Proposal RFP-1920-09 for Engineering Services for the Andrews Park Skatepark Project, was advertised in the Norman Transcript. The RFP was sent to several local engineering firms, advertised in Bid News, e-plan, CMD Construction Reporting, and Dodge Report. Completed proposals were received from three firms.
After reviewing the proposals, our review committee has recommended engaging the services of Cabbiness Engineering, LLC (Cabbiness) for this project. The committee felt the experience of the Cabbiness team with the type of work called for in this project makes them a good fit. In particular, they have experience with the process of obtaining floodplain permits in Norman, which is likely to be required for the new skate park. Also, they proposed to work on a “Not-To-Exceed” dollar amount, and bill most of their services on an hourly basis, as described in their Scope of Work (attached). This approach not only caps the contract amount, but can result in savings once the project is underway, the sub-surface conditions are fully explored, and the maximum projected hours of service allowed do not end up being used due to normal, anticipated conditions being discovered at the site.
The total NORMAN FORWARD project budget for the Andrews Park Renovation Project was $1,500,000. The project estimates for this included a new skate park; addition of shade structures in the seating area in the Works Progress Administration Amphitheater; replacing damaged walking trail sections; minor feature updates; additional shade and site furnishings around the splashpad. The skate park project was estimated at $1,000,000; including all design work and demolition of the existing water storage cistern. The recent contract with ARC for the turnkey skate park construction was for $900,000. That cost includes all of the work to develop the final skate park design based on local input, and then to build the skate park.
After awarding the contract to ARC, the current balance for the NORMAN FORWARD Andrews Park project (Design and Construction) is $398,000. The other park paving, shade structure and splashpad projects in Andrews will be managed by Park Planning staff in the coming months, once the skate park design, engineering and construction is under way. Funding for this contract is available in the Norman Forward Andrews Park Renovation, Design (account number 051-9050-452.6201; project NFB019).
Contract K-1920-39 with Cabbiness Engineering, LLC, for engineering services for the Andrews Park Skatepark is for an amount not-to-exceed $95,700. A summarized Scope of Services (attached) includes the following:
Task I - Project Reconnaissance, Field Survey and Geotechnical Engineering
Task 2 - Preliminary Engineering Design
Task 3 - Final Design and Construction Documents
Task 4 - Limited Construction Administration (including As-Built Drawings/Docs)
RECOMMENDATION: It is recommended that City Council approve Contract K-1920-39 with Cabbiness Engineering, P.C., Inc., in an amount Not-To-Exceed $95,700 for Professional Engineering Services for the Andrews Park Skatepark Project for the Parks and Recreation Department.
