RESOLUTION R-1415-68:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $8,000 FROM THE CAPITAL FUND SITE IMPROVEMENTS/CURRENT LIABILITY ACCOUNT RECEIVED FROM THE DEVELOPER OF ROSE ROCK SCHOOL ADDITION DURING THE PLATTING PROCESS FOR THE INSTALLATION OF FLASHING SCHOOL BEACONS.

BACKGROUND:  The final plat for Rose Rock School Addition, a Planned Unit Development located at 1515 West Main Street, was approved by City Council at its meeting of August 12, 2014.  At that meeting, it was recommended that the Mayor sign the final plat subject to receipt of the fee for flashing school beacons in the amount of $8,000.  The funds for those beacons have been received from the developer and deposited into the Capital Fund, Current Liabilities and Site Improvements Cash (account 050-0000-229.24-11).
 
DISCUSSION:  The proposed location of Rose Rock School, along a principal arterial street such as Main Street where there is a fairly high likelihood their students and/or parents with children will cross Main Street to get to/from the school, should be equipped with a flashing school beacon for both eastbound and westbound Main Street approaches to the school.  The placement of flashing school beacons has been standard practice for the City for many years for all public and private schools.  Flashing school beacons require vehicles to reduce their speed to 25 mph during certain hours of the day.  
 
To be consistent with past practices, the beacons will be installed by city forces and only the material cost of the beacons is being charged to the school.  The installation of the beacons is nearing completion.  The beacons to be installed were taken from the inventory of the Traffic Control Division (the last two beacons at our disposal), and the funds received from Rose Rock School will be used to supplement the depleted inventory.
 
RECOMMENDATION:  Staff recommends approval of an $8,000 re-appropriation of Capital Fund balance from Current Liabilities and Site Improvements Cash (account 050-0000-229.24-11) to General Fund, Traffic Signal Parts (account 010-5023-429.32-12).  These funds will be used for the purchase of two school beacons for the Traffic Control Division inventory.
