TWO TO CONTRACT K-1718-123: BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND HOWELL AND VANCUREN, INC., INCREASING THE CONTRACT AMOUNT BY $46,800 FOR A REVISED CONTRACT AMOUNT OF $527,400 PLUS AN ADDITIONAL $500 FOR REIMBURSABLE EXPENSES TO PROVIDE ADDITIONAL DESIGN SERVICES FOR THE PREPARATION OF CONSTRUCTION DOCUMENTS, BIDDING SERVICES AND CONSTRUCTION SUPERVISION FOR THE NORMAN FORWARD RUBY GRANT PARK.

BACKGROUND:  On June 26, 2018, The Norman City Council acting as the Norman Municipal Authority (NMA) approved Contract K-1718-123 with Howell and VanCuren, Inc. in the amount of $450,000 plus reimbursable expenses for Design Services for the Norman Forward Ruby Grant Park Project.  On May 12, 2020, Amendment No. One to Contract K-1718-123 was approved by the NMA/City Council in the amount of $30,600 plus reimbursable expenses for additional design work for the Ruby Grant Park project, for an amended contract amount of $480,600 plus reimbursable expenses.

 

Since contract approval, Howell and VanCuren, Inc. has completed all design and construction documents for work that was included in the first phase of this project. Crossland Construction Company was hired by the City of Norman as the Construction Manager at Risk to build the project. Construction for Phase I work is near completion at this time.  A Grand Opening for Phase I work is now scheduled for December 4, 2020.

 

On August 25, 2020, an election was held to consider a General Obligation Bond that would provide additional funding to various Norman Forward projects.  One of those projects was the Adult Softball/Youth Football Sports Facility to be located at property owned by the City at 12th Ave. NE and Franklin Rd.  Since the G.O. Bond proposition was not successful, it was determined by the various Citizen Ad Hoc Project Committees that the best way to deliver the adult softball and youth football projects was to incorporate those improvements with the Reaves Park and Ruby Grant Park projects, respectively.  The Ad Hoc Committee recommendations were discussed at the City Council Study Session on October 6, 2020 and again during the City Council Retreat on October 16, 2020.

 

DISCUSSION: Howell and VanCuren Inc. has proposed Amendment No. 2 to Contract No. K-1718-123 for additional design fees of $46,800 and an additional $500 for reimbursable expenses to provide additional services for the Norman Forward Ruby Grant Park Project. The additional design fees will provide for concrete-paved trails and construction documentation, bidding and construction administration services needed to complete improvements for the youth football practice facilities, which will include additional parking and associated stormwater detention and site lighting, a new restroom building and park signage. 

 

Funds are available for this project in the NORMAN FORWARD Fund, Community Sports Park Project (Account 51794442-46201; NFB005).

 

RECOMMENDATION: Staff recommends approval of Amendment No. 2 to Contract K-1718-123 with Howell and VanCuren, Inc. in the amount of $46,800 plus $500 for reimbursable expenses for Professional Architectural Design Services for the Ruby Grant Park Project.
