CONSIDERATION OF THE ACCEPTANCE OF A DONATION OF ONE (1) AUTOMATED EXTERNAL DEFIBRILLATOR VALUED AT $1,145 FROM FIREHOUSE SUBS TO BE USED BY THE POLICE DEPARTMENT.

BACKGROUND: The Norman Police Department was approached by Mr. Jim Costello, a franchisee for the Firehouse Subs restaurant located at 320 12th Ave. SE regarding the donation of an automated external defibrillator (AED) through the Firehouse Subs Public Safety Foundation.
According to their website, the Firehouse Subs Public Safety Foundation was founded in 2005 in the aftermath of Hurricane Katrina. The Foundation allocates funding for public safety organizations in five distinct areas: Life-Saving Equipment, Prevention Education, Scholarships and Continued Education, Support for Members of the Military, and Disaster Preparedness and Disaster Relief. As a part of this endeavor, the Foundation has established the “Sorensen AED Fund” with a “1,000 AED Gift Campaign”. It is because of this campaign that Jim Costello contacted the Norman Police Department and made us aware of this opportunity.
DISCUSSION: Chapter 8, Section 8-111 of the Norman City Code states as follows:
“Any donation valued above $250 to be received by the City of Norman, whether in the form of monies or any other thing of value, shall be required to be accepted by the Council of the City of Norman prior to any use or disbursement of such monies or thing of value by or to any City operation or cause.”
The Norman Police Department employs two officers who are also certified Emergency Medical Technicians - Paramedics. We plan on rotating the donated AED between those two officers for use while on duty. They would also be responsible for any maintenance and calibration of the equipment in accordance with their certifications. The AED itself is a Physico-Control LifePak CR and includes 2 sets of electrodes, battery charger, carry case, and Ambu Res-Cue Mask kit. It is valued at $1,145.
Presenting these items as a donation formally documents their official acceptance by the City for Norman Police Department use.
RECOMMENDATION: It is recommended the City of Norman accept the donation of the Physico-Control LifePak CR.
