AMENDMENT NO. TWO TO CONTRACT K-1516-83: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND MEYER, SCHERER & ROCKCASTLE, LTD. INCREASING THE CONTRACT AMOUNT BY $28,000 FOR A REVISED CONTRACT AMOUNT OF $3,778,710 TO PROVIDE ADDITIONAL PROFESSIONAL DESIGN SERVICES TO ADD LOW IMPACT DESIGN FEATURES FOR THE INTERSECTION OF JAMES GARNER AVENUE AND ACRES STREET RELATED TO THE DESIGN OF THE NORMAN CENTRAL LIBRARY AND BUDGET APPROPRIATION FROM THE NORMAN FORWARD FUND BALANCE.

BACKGROUND: On November 2, 2015, City Council approved Contract K-1516-83 with Meyer, Scherer & Rockcastle, Ltd. (MSR) for architectural services for the design of the new Central Library approved as part of NORMAN FORWARD. The Central Library will be located north of the intersection of Acres Street and James Garner Avenue. Additionally, construction of James Garner Avenue was also approved as part of the NORMAN FORWARD program.
DISCUSSION: The proposed amendment to the current contract (K-1516-83) will authorize MSR to conduct additional design services, utilizing their sub-consultant civil engineering firm (Cedar Creek Consulting, Inc.) for design services to add low-impact development features for the intersection of James Garner Avenue and Acres Street. Amendment No. 1 will increase the contract amount by $28,000. This additional work will allow for design of needed revisions to add two (2) new additional waterlines and upgrade designs and the addition of bioswales to the boulevard areas in the street/intersection design. These elements are being incorporated in an effort to add Low Impact Development (LID) elements to the project design.
Due to the civil engineering services that Cedar Creek Consulting is performing for the Central Library Project that includes design of extensive storm drainage facilities, analysis of site conditions, railroad quiet zone considerations, and proper placement of the new Central Library building in relation to the Acres Street railroad crossing and re-aligned James Garner Avenue, an economy of scale for the design work for the intersection can be achieved by utilizing the work currently being done by Cedar Creek Consulting. The remaining portions of the James Garner Avenue project design were awarded by Council/Norman Municipal Authority in March 2017 to Cabiness Engineering.
Funding for the contract amendment will be provided from NORMAN FORWARD funding for the James Garner/Acres Intersection project, Design (account 051-9403-431.62-01; project NFB008). Since the project will be funded as part of the James Garner/Acres Intersection project, there will not be any increase or change in the Central Library project budget. An appropriation from NORMAN FORWARD Fund Balance (account 051-0000-253.20-00) to the James Garner Avenue, Design (account 051-9403-431.62-01; project NFB008) will also need to be made by Council as part of this contract approval. The requested appropriation is from note proceeds issued for NORMAN FORWARD project purposes.
RECOMMENDATION: Staff recommends that the City Council, acting jointly as Trustees of the Norman Municipal Authority, approve Amendment No. 2 to Contract K-1516-83 with Meyer, Scherer & Rockcastle, Ltd. in the amount of $28,000. Staff further recommends that Council appropriate $28,000 from NORMAN FORWARD Fund Balance (account 051-0000-253.20-00) to NORMAN FORWARD James Garner/Acres Intersection, Design (account 051-9403-431.62-01; project NFB008).
