CONTRACT K-1516-2: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE BOARD OF COUNTY COMMISSIONERS, CLEVELAND COUNTY, OKLAHOMA, FOR A COOPERATIVE INTERLOCAL AGREEMENT FOR THE MAINTENANCE, CONSTRUCTION, AND REPAIR OF SECTION LINE ROADS WITHIN THE CITY OF NORMAN THROUGH DECEMBER 31, 2015.

BACKGROUND: Contract K-1516-2 is an Interlocal Agreement between the City of Norman and the Board of Cleveland County Commissioners whereby cooperative roadway maintenance and construction activities are performed in the City of Norman. The Board of Cleveland County Commissioners approved the Agreement on July 20, 2015. Cleveland County District No. 1 Commissioner Rod Cleveland provides assistance in rural west Norman; District No. 2, Commissioner Darry Stacy provides assistance in rural east Norman; and District No. 3 Commissioner Harold Haralson provides assistance in rural south Norman adjacent the City of Noble.
DISCUSSION: As a result of annual interlocal agreements, the County performs grading and graveling on approximately five miles of unpaved rural section line roads within the City of Norman. Approximately 50 miles of grading is annually performed by the County utilizing 600 tons of rock provided or purchased by the City. The County also provides labor and equipment to reconstruct and pave rural and urban roads. This agreement is a pivotal element in the City’s 2010 Street Maintenance Bond Program for rural roads. By combining resources with Cleveland County, the City is able to improve considerably more miles of rural work. This contract will continue the practice of combining County labor and equipment with City supplies to grade, reconstruct, and pave roads in rural areas of Norman. City Staff is also collaborating closely with Cleveland County on the $22 million CDBG-DR grant program involving improvements to city and county roads. Finally, the City and County are working together on the rebuilding program for roads and bridges in response to the May 2015 floods.
Although the interlocal agreement has traditionally been for a one-year term, at Commissioner Haralson’s request, this agreement expires on December 31, 2015 in hopes that future agreements will address emergency services in his district. Staff intends to work with the County to bring forward an agreement to address the remainder of Fiscal Year Ending 2016.
RECOMMENDATION: Staff recommends approval of Contract K-1516-2.
