AMENDMENT NO. ONE TO CONTRACT K-1920-15:  BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND STUDIO ARCHITECTURE INCREASING THE CONTRACT AMOUNT BY $15,000 FOR A REVISED CONTRACT AMOUNT OF $221,700 FOR DESIGN, BIDDING, CONSTRUCTION ADMINISTRATION, AND AS-BUILT SERVICES FOR THE SANITATION TRUCK WASH, THE SANITATION CONTAINER MAINTENANCE, AND THE HOUSEHOLD HAZARDOUS WASTE FACILITIES.

BACKGROUND:  Contract K-1920-15 was awarded to Studio Architecture on July 9, 2019 in the amount of $206,700 to proceed with the design, bidding, construction administration, and as-built services for the project.  Under this contract, a new truck wash facility, a new container maintenance facility, and a new household hazardous waste facility were to be designed to allow for the Sanitation and Environmental Services Divisions to more efficiently accomplish their mission.  Both the truck wash and container maintenance facilities had design and construction budgeted for fiscal year 2018-2019 (FYE 2019).  The household hazardous waste facility will utilize funds currently allocated for the Material Recovery Facility which had design and construction in FYE 2019.  However, pursuant to the City taking over the public transit system in Norman and the proposed wash facility, the truck wash facility under this contract has been put on hold.  The container maintenance facility and household hazardous waste facility are still moving forward.   

 

The new container maintenance facility will be designed to provide a safe, efficient building to allow for welding and painting of solid waste dumpsters and containers.  The current facilities are inadequate and don’t meet industry standards for welding and painting operations.  The proposed facility will be located north of the Water Reclamation Facility.

 

The new household hazardous waste facility will provide a safe, year-round disposal option for our citizens that is environmentally friendly.  The current operation is an annual collection event where citizens can dispose of approved wastes that have been accumulated throughout the year.  The new facility will not require citizens to store wastes throughout the year if not needed.  Additionally, this facility will eliminate the need for the annual collection event which has become increasingly more difficult to find vendors to provide the collection and disposal services (the event cost approximately $102,000 in 2018).

 

DISCUSSION: During the preliminary design phase of the project, several modifications to the scope were determined to be necessary to improve the final design and construction of the facilities.  The proposed modifications are:

 

1.                     Modify the proposed location of the Household Hazardous Waste Facility from the east side of the Transfer Station site to the west side of the site to provide greater visibility, easier access, and reduced permitting requirements;

2.                     Modify the existing drive at the Transfer Station to provide safer and more efficient ingress/egress for the Transfer Station and proposed Household Hazardous Waste Facility; and

3.                     Modify the proposed location of the Container Maintenance Facility to be further north of the Water Reclamation Facility (WRF) to allow for future uses associated with the WRF.

 

With the proposed changes, additional work by Studio Architecture and their consultants is required.  The additional work will include additional survey and additional design requirements for utilities and for the proposed driveway modification.

 

Funding for the proposed amendment will be as follows:

 

1.                     Container Maintenance Facility, Design - $5,000 - Sufficient funds are currently available (account 33999975-46201; project SA0009).  The unencumbered balance of the account is $5,000.

2.                     Household Hazardous Waste Facility, Design - $10,000 - Sufficient funds are currently available (account 33999975-46201; project SA0012).  The unencumbered balance of the account is $127,700.

 

RECOMMENDATION:  Staff recommends approval of Amendment No. 1 to Contract K-1920-15 in the amount of $15,000 with Studio Architecture.
