CONTRACT K-1213-161: A CONTRACT BY AND BETWEEN THE CITY, OKLAHOMA, AND TETRA TECH, INC., IN AN AMOUNT NOT-TO-EXCEED $249,646 TO PROVIDE ENGINEERING DESIGN SERVICES FOR THE 12TH AVENUE S.E. WIDENING PROJECT FROM CEDAR LANE TO STATE HIGHWAY 9 FROM TWO TO FOUR LANES AND BUDGET APPROPRIATION.

BACKGROUND: On August 28, 2012, the citizens of Norman voted in favor of a General Obligation Bond issue to finance the local share of eight transportation/storm water improvement projects One of the eight 2012 bond projects is 12th Avenue S.E. from Cedar Lane Road to State Highway 9. Attached is a map showing the project boundaries.
On December 11, 2012, the Norman City Council approved Programming Resolution No. R-1213-78 requesting federal funds for the 12th Avenue S.E. Widening Project. This resolution states the City’s commitment to adhere to the terms and conditions of a federally funded project including engineering design, acquisition of all necessary rights-of-way and relocation of utilities and encroachments at 100% the City’s cost. In return, the Association of Central Oklahoma Governments (ACOG), through the Oklahoma Department of Transportation (ODOT), agrees to provide 80% of the construction cost, estimated at $2,080,000, and administration of the construction with the matching share from the City of Norman.
Proposed improvements for the 12th Avenue S.E. Widening Project include:
1. Widening 12th Avenue S.E. from Cedar Lane Road to State Highway 9 from 2 lanes to 4 lanes
2. Addition of 5-foot on-street bike lanes
3. Intersection improvements at 12th Avenue SE/Campus Crest Drive and 12th Avenue SE/SH 9
4. Continuous sidewalks on both sides
5. Stormwater improvements
DISCUSSION: The Public Works Department prepared a request for proposals (RFP) to solicit the engineering services necessary to prepare plans, specifications and bid package, and to provide technical assistance throughout the design and construction of the 12th Avenue S.E. Widening Project. Thirteen (13) proposals were received for the project. The Selection Committee included three (3) staff members consisting of Scott Sturtz, City Engineer; Angelo Lombardo, Transportation Engineer; Josh Malwick, Capital Projects Engineer and two (2) private citizens including Tom Knotts, retired, University of Oklahoma Architectural Services; and Mike Fowler, Owner, Fowler Holding Company. The Selection Committee members independently scored each proposal on a point scale as defined in the request for proposal. Upon review of the proposals by the Selection Committee, six (6) firms were selected for interviews. The proposal by Tetra Tech, Inc. was selected for the project. Tetra Tech, Inc. is a national engineering firm with 46 offices in the United States, including a local office in Norman.
The attached engineering design services contract is written in a “Cost Not to Exceed” format in the amount of $249,646, or 7.8% of the total estimated project cost of $3,181,021. If approved, only the City Council has authority to amend the contract in the future including any compensation changes. The contract services include:
• Surveying
• Geotechnical Study
• Hydraulic Study and Drainage Design
• Preliminary Design
• Final Design
• Public Meetings and Project Team Meetings
• As-Built Drawings
If approved, Tetra Tech, Inc. will begin work on the project immediately. The project design will be substantially complete by October 2014. Construction of the project is currently anticipated to begin in February 2015.
RECOMMENDATION NO. 1: City Council recently authorized the first sale of General Obligation Bonds for the 2012 Bond Program. Funds are available for this project from the proceeds of the bond sale, which were recorded to the Capital Fund balance. Staff recommends appropriating $249,646 from the Capital Fund Balance, (account 050-0000-253.20-00) to the Capital Fund, 12th Avenue S.E. Widening Project (account 050-9552-431.62-01; project No. BP0191).
RECOMMENDATION NO. 2: Staff recommends approval of Contract K-1213-161, between the City of Norman and Tetra Tech, Inc. for the design of the 12th Avenue S.E. Widening Project from Cedar Lane Road to State Highway 9.
