BACKGROUND:  The SE Bishop Interceptor, Phase 2 project (WW0267) is located in southeast Norman near the intersection of State Highway 9 (SH 9) and US Highway 77 (Classen). The Phase 2B project consists of three (3) sewer segments generally located as follows: 1) a 24-inch sewer extending north and west from Eagle Cliff subdivision to its connection to the Lower Bishop Interceptor; 2) an 18-inch sewer from east of 24th Avenue SE and Overbrook to Classen and Ann Branden; and 3) a 24-inch sewer between Classen and Oak Tree just north of SH 9.
 
In January 2004, the Phase 1 project serving the United States Postal Training Center was completed by Matthews Trenching Company.  On March 23, 2004, Norman Utilities Authority (NUA) approved Contract K-0304-147 with Chiang, Patel & Yerby, Inc. (CP&Y) for design of this phase.  In January 2007, the Phase 2A project near Classen and SH 9 was completed by Jordan Contractors.  The design plans for the Phase 2B project are complete and approved by the Oklahoma Department of Environmental Quality (ODEQ).
 
DISCUSSION:  Permanent easements normally allow installation and maintenance of the public sewer line. For large diameter sewers such as the subject project, additional temporary construction easements parallel to the permanent easements are required only during the time construction is in progress. Several easements, both permanent and temporary, will be needed to complete construction of the project. No cost is associated with this item, since both easements are donated.  Two (2) more easements remain to be acquired.
