CONSIDERATION OF ORDINANCE NO. O-1314-23 UPON SECOND AND FINAL READING: AN ORDINANCE OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, AMENDING SECTION 460 OF CHAPTER 22 OF THE CODE OF THE CITY OF NORMAN SO AS TO REMOVE PART OF LOT 1, BLOCK 1, OF SOONER MOBILE HOME PARK ADDITION, NORMAN, CLEVELAND COUNTY, OKLAHOMA, FROM THE C-1, LOCAL COMMERCIAL DISTRICT, THE R-3, MULTI-FAMILY DWELLING DISTRICT, THE RM-4, MOBILE HOME PARK DISTRICT, AND THE A-2, RURAL AGRICULTURAL DISTRICT, AND PLACE THE SAME IN THE PUD, PLANNED UNIT DEVELOPMENT DISTRICT; AND PROVIDING FOR THE SEVERABILITY THEREOF. SYNOPSIS: The applicant, Sooner Mobile Home Redevelopment, L.L.C. has submitted a request to rezone property from an existing mobile home and RV park currently zoned; C-1, Local Commercial District, R-3, Multi-family Dwelling District, RM-4, Mobile Home Park District and A-2, Rural Agricultural District into a PUD, Planned Unit Development for a student based housing project. The land under review was set aside on the first long range plan as High Density Residential. This designation of High Density Residential use was changed on the COMPLAN to Medium Density Residential in 1981. The NORMAN 2020 changed the area to High Density Residential in 1997. Then in 2004 the NORMAN 2025 Land Use and Transportation Plan changed the designation to Low Density Residential.
ANALYSIS: The particulars of this PUD include:
USE: As proposed, the project will be a student based housing development focusing on the University of Oklahoma student population as residents.
DESIGN: There will be two gated entrances for this PUD. One entrance will be from Classen Street and the second from Constitution Street. Both Classen Street and Constitution Street extend through the proposed commercial development located west of the area for the PUD. The project will consist of approximately 130 buildings, 179 units, 623 bedrooms and associated amenities of a pool, theater room and clubhouse. These buildings will be built in the "American Craftsman Style", similar to a townhouse design.
OPEN SPACE: There are open space and green space areas located throughout the PUD. The total open space area proposed is approximately 13 acres.
LIGHTING: The lighting proposed for the site shall be installed in conformance with the City of Norman Commercial Outdoor Lighting Standards.
SIGNAGE: All signage shall be in conformance with the City of Norman Sign Ordinance. The additional comment in the PUD stated "signs may be lit and landscaped with appropriate vegetation and planter boxes designed so as not to interfere with traffic sight lines."
PARKING: The parking is distributed throughout the development, and the number of spaces meet the City code requirements.
FENCING: Fencing may be constructed at all perimeter areas of the PUD. The materials may be of masonry, pre-cast concrete, metal/iron or wood. Per the current Zoning Ordinance any fencing materials are permitted except corrugated fiberglass, corrugated metal, unpainted sheet metal, or any barbed wire. The only area required to be screened with fencing is the north side of this PUD. However, staff recommends that with the large buffer/flood plain area along the north side of this development, between this proposal and the single-family to the north, that there be no fencing constructed in that location.

PARK BOARD
The park fees were paid for this site when the Sooner Mobile Home Park was platted in 1981. There will be no additional park fees due for the residential portion of the development.
PUBLIC WORKS/UTILITIES
A detention facility will be provided for storm water run-off. Water and sanitary sewer is available to the property and will consist of both private and public lines within the PUD. Interior public sewer lines will be installed per City standards. Water lines will be installed per City standards to serve for fire protection.
A Traffic Impact Study was submitted and reviewed by City staff. A modification to the lane assignments, traffic signals and striping will be implemented for the Classen Boulevard and Constitution Street intersection. The existing split phasing element will be eliminated for the east/west leg of the intersection of Classen Boulevard and Constitution Street. The construction of a left turn lane, signal modification, i.e. pole replacement/pole arm extensions will be implemented at the intersection of 12th Avenue SE and Classen Boulevard. Upgrading of the traffic signal, controller/cabinet and new pavement for roadway access will also be executed at the redesigned intersection of Classen Boulevard and 12th Avenue SE.
STAFF RECOMMENDATION: This area of south Norman has continued to grow in recent years. The new student based housing developments to the south and east of this proposal, in addition to the new commercial developments to the south and west demonstrates the area is changing. With the recent developments this proposal will fit well with the area.
Staff recommends approval of ORDINANCE NO. O-1314-23.
Planning Commission, at their meeting of November 14, 2013, unanimously recommended adoption of this ordinance, 9-0.
