J3-0794(004)AG) FOR THE ROCK CREEK ROAD WIDENING PROJECT FROM GRANDVIEW AVENUE TO 36TH AVENUE N.W., AND ADOPTION OF RESOLUTION R-1718-42.

BACKGROUNDThe Rock Creek Road Improvement Project will improve the remaining unimproved ½ mile of Rock Creek Road from Grandview Avenue to 36th Avenue NW.  The project is included in the City’s FYE 2014-2018 Capital Improvement Program and is anticipated to be constructed in Fall 2018.  There has been significant development in the area which has generated the need for the improvements.  Rock Creek Road currently carries 3,800 vehicles per day and an abundance of pedestrians and bicycle traffic.

 

On May 27, 2014, City Council accepted $246,009.99 in deferral funds from Brookhaven No. 41 Addition ($158,289.50), The Falls at Brookhaven Addition ($81,640.00) and C.P. Land Addition ($6,080.49).  City Council also appropriated these $246,009.99 in deferral funds from Site Improvement Cash (account 010-0000-229-2411) to the Rock Creek Road Widening Project Design (account 050-9552-431.62-01; project TR0094).

 

On May 27, 2014, City Council approved engineering services Contract K-1314-127 with Freese and Nichols, Inc. of Oklahoma City, Oklahoma for the design of the Rock Creek Road Widening Project between Grandview Avenue and 36th Avenue NW.

 

Proposed improvements for the Rock Creek Road Widening Project include:

 

1.                     Widening Rock Creek Road from 2-lane to 3-lane between Grandview Avenue and 36th Avenue NW

2.                     Addition of 5-foot on-street bike lanes

3.                     ADA Compliant sidewalks on both sides of Rock Creek Road

4.                     Roundabout to replace 3-way stop at Grandview Avenue

5.                     Stormwater improvements

 

DISCUSSION:  Prior to advertising the project for bids, ODOT requires the City of Norman to enter into a right-of-way and utility agreement. The agreement stipulates that the City will acquire all right-of-way required for the project, grant ODOT access to and the use of the right-of-way for this project, remove all encroachments and to indemnify and hold ODOT harmless.

 

The six (6) easements shown on the attached Rock Creek Road Right-of-Way Plan are required from five parcels along Rock Creek Road from west of Grandview Avenue to 36th Avenue NW for the construction of roadways, sidewalks, driveways and drainage improvements for the proposed project.  These right-of-way plans have been approved by ODOT and they have requested the City approve the attached agreement.  The resolution and agreement have been prepared by ODOT and four (4) copies executed by the City are needed for their execution.  Both the resolution and the agreement have been reviewed by staff.

 

The total estimated project cost is $3,726,000.  The federal transportation grant if authorized by ODOT, will provide $2,560,000 or 68.7% of the total project costs.  Development fees will provide $288,087 or 7.7%.  The City Capital Fund will make up the remaining project costs of $877,913 or 23.6%.

 

The next step in this project is to acquire all necessary right-of-way.  Utility relocation is also scheduled to take place in 2017/2018.  Staff anticipates construction of the roadway improvements to begin December, 2018 with substantial completion by September 2019.

 

RECOMMENDATION NO.1:  Staff recommends approval of Contract K-1718-62 with the Oklahoma Department of Transportation.

 

RECOMMENDATION NO. 2:  Staff further recommends approval of Resolution R-1718-42 adopting Contract No. K-1718-62, and if approved, authorize the execution thereof.
