AUTHORIZATION FOR THE PURCHASE OF TWO (2) FLYGT SUBMERSIBLE PUMPS FROM AUTOMATIC ENGINEERING IN THE AMOUNT OF $69,077 FOR THE POST OAK LIFT STATION REHABILITATION PROJECT.

BACKGROUND: The annual sewer lift station rehabilitation capital project for Fiscal Year 2020-2021 is budgeted and programmed to replace two (2) forty-five-horsepower sewage pumps in the Post Oak Lift Station. The Post Oak Lift Station was approved and accepted by the City of Norman in 2010 with design features for the pump railings, quick disconnect connections (QDSC) and the motor control panel for Paco QDSC style pumps.
DISCUSSION: Division staff was notified by Haynes Equipment, “the authorized dealer for Paco Pumps,” that Paco Pumps are no longer being manufactured and the company was sold to Grundfos. According to the Haynes Equipment sales representative, Grundfos manufactures sewage pumps that are compatible to Paco Pumps but require adaptors, modifications to the existing pump railings and the QDSC connections.
Staff researched for alternative pumps to be used without an adaptor or modifications to the existing pump rails and found that Flygt Submersible Pumps manufactures 45-horsepower pumps which meet pumping design curves and head dynamics for the lift station, without modifications to the pump, pump railings or the QDSC connections.
Recent discussions with Automatic Engineering, sole source provider for Flygt Submersible Pumps, clarified the fact that Flygt Submersible Pumps have the same design and construction of the pump discharge connection as on existing Paco QDSC style pumps. As a result, Flygt pumps may be used as a direct replacement to the Paco Pump, requiring no modifications of the pump, guide rail system or the QDSC connections.
Section 8-204 of the Code of Ordinances provides an exception to the competitive bidding procedures when the supplies, materials, equipment, or contractural services can only be furnished by one dealer.
RECOMMENDATION: Staff recommends approval of the purchase of (two) Flygt NP 3202.185 - 468 - 480/3/60 - 45 HP Submersible Pumps from Automatic Engineering, the authorized representative and sole provider for Flygt Submersible Pumps at a cost of $69,077. Funding in the amount of $79,031 is available in Post Oak Lift Station Rehabilitation Project, Construction (Account 32192236-46101; Project WW0327).
