RESOLUTION R-1314-79: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, AUTHORIZING AN APPLICATION TO SEEK FINANCIAL ASSISTANCE THROUGH THE ASSOCIATION OF CENTRAL OKLAHOMA GOVERNMENTS (ACOG) PUBLIC FLEET CONVERSION GRANTS FUND FOR THE CONVERSION OF SEVERAL VEHICLES TO ALTERNATIVE FUELS.

BACKGROUND: On September 27, 2013, the Association of Central Oklahoma Governments (ACOG) announced the fifth year of an ACOG-administered public fleet conversion grant program using Federal Fiscal Year (FFY) 2013 Congestion Mitigation and Air Quality (CMAQ) funds. CMAQ funds support transportation projects that reduce mobile source emissions. This grant program will allow public sector fleets to access CMAQ funds for fleet conversions to clean fuel technologies which include alternative fuel vehicles such as compressed natural gas (CNG), hybrid vehicles and alternative fuel vehicle refueling infrastructure. The grants will be provided as a reimbursement of City funds when the vehicles are placed into service. Grants will be awarded in April 2014.
The City of Norman successfully competed for and received the following previous grants from this program:
• 2009: $114,000 for the additional cost of the purchase of the City’s first two compressed natural gas (CNG) refuse trucks.
• 2010: $200,000 for the additional cost associated with the installation of the City’s slow fill compressor and equipment necessary to complete the proposed CNG Slow Fill station which is located at the North Base Facility.
• 2010: $205,143 for the additional cost of the purchase of a CNG Rear Loading Yard Waste Refuse truck, CNG Sport Utility Vehicle, a CNG Fleet Repair Field Service Vehicle and a CNG lawn mower.
• 2011: $84,478 for the additional cost of the purchase of a CNG Street Sweeper.
DISCUSSION: City staff prepared the attached grant application requesting assistance with the purchase of (1) CNG bucket truck and three (3) CNG light duty trucks. The current unleaded and diesel vehicles proposed to be replaced will rank high on the city’s fleet replacement list and will most likely be scheduled for replacement in the FYE 2015 Capital Vehicle Replacement Budget; a CNG bucket truck for the Parks and Recreation Park Maintenance Division, a CNG Light Duty Truck for the Public Works Fleet Division, a CNG Light Duty Truck for the Planning Development Services Division, and a CNG Light Duty Truck for the Utilities Sewer Line Maintenance Division.
If approved, funds for the City's portion of this grant application must be included in the FYE 2015 Capital Vehicle Replacement Budget. If the grant is awarded to the City, the grant will provide $59,260 (14%) in federal funds to be matched with $369,057 (86%) in City funds for a total equipment purchase amount of $428,317.
RECOMMENDATION: It is recommended that the City Council adopt Resolution R-1314-79 authorizing the enclosed ACOG Public Fleet Conversion Grant Application.
