RESOLUTION NO. R 1314-39:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, EXPRESSING ITS DESIRE TO HAVE AN EVALUATION AND RECOMMENDATION OF THE APPROPRIATE RELATIONSHIP BETWEEN THE WASTEWATER EXCISE TAX ON NEW DEVELOPMENT AND OTHER REVENUE SOURCES, INCLUDING FEES PAID BY RATEPAYERS, TO FUND INFRASTRUCTURE, MAINTENANCE, AND CAPACITY IMPROVEMENTS UNDER THE 2001 WASTEWATER MASTER PLAN.

BACKGROUND:  During discussions regarding the further implementation of the 2001 Wastewater Master Plan (WWMP) recommendations, Council discussed the combination of funding sources available for implementation.  At its September 10, 2013 meeting, Council is scheduled to consider moving forward with an election for a customer rate increase to assist in providing funding regulatory, maintenance, and capacity improvements to the Water Reclamation Facility south of Highway 9. In looking forward to implementation of other recommendations of the 2001 WWMP, Council has asked that Staff prepare a resolution expressing Council's desire to have an evaluation and recommendation of the appropriate relationship between the Wastewater Excise Tax on New Development and other revenue sources, including fees paid by ratepayers, to fund infrastructure, maintenance, and capacity improvements under the 2001 WWMP.
 
DISCUSSION:  Resolution R-1314-39 directs Staff to solicit a qualified third party for the purpose of evaluating the funding for the next phases of wastewater infrastructure, including new capacity at a wastewater treatment facility on the north side of Norman, maintenance obligations, and the necessary infrastructure to facilitate indirect potable reuse to supplement the City's water supplies. Among other things, the consultant will look specifically at the Wastewater Excise Tax and ratepayer funds and examine and make recommendations as to how those funds and others should be coordinated to fund such a project.
 
STAFF RECOMMENDATION:  Resolution No. R-1314-39 has been drafted as requested and is presented to Council for its consideration.
