Title

CONTRACT K-2021-73, A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY (NUA) AND CAROLLO ENGINEERS, INC. IN THE AMOUNT OF $50,000 TO PROVIDE ENGINEERING SERVICES FOR 36-INCH FILTER EFFLUENT PIPE IMPROVEMENTS AT THE NORMAN WATER TREATMENT PLANT.

BACKGROUND:  On May 22, 2012, the NUA approved Contract K-1112-124 to perform design services for the Phase II Water Treatment Plant (WTP) Improvements including an 8-month pilot study of ozone filtration.  On February 2, 2015, the NUA approved Amendment No. 1 to complete final design, provide construction administration services, and provide full-time on-site construction inspection services for the WTP Phase II Upgrade.  Construction of the improvements began on May 29, 2017, and the project was deemed substantially complete on March 31, 2020.

 

During construction, it was discovered that the thirty-six inch (36”) filter effluent line, which was installed as part of the original plant construction in 1965 included neither an isolation valve nor any means of access so it could be inspected.  As a result, not only was plant staff unable to effectively monitor its condition, but, in case of catastrophic failure of the line, the entire plant would have to be taken out of service to effect repairs. Upon further review, it was determined that a 36” isolation valve and manway could be installed in the 36” effluent line that would eliminate these issues and, if construction were scheduled during winter months, the work could be completed with a few short plant shutdowns with no impact to customers.      

 

DISCUSSION:

Carollo Engineers, Inc. has extensive recent experience at the Norman WTP due to the Norman WTP Phase II Improvements project, which is nearing final acceptance at this time.  As a result, they can immediately commence design efforts for this project upon approval of contract, and they anticipate completing bidding documents no later than December 15, 2020.  This schedule would allow advertisement and award of construction contract and completion of all construction work including an initial inspection of the 36” filter effluent line and completion of any repairs noted before April 15, 2021.       

 

Unencumbered funds in the amount of $50,000 are available in Treatment Plant Improvement Design (account 31999939-46201; project WA0291).  This is sufficient to fund the contract. 

 

RECOMMENDATION:

Staff recommends the NUA approve Contract K-2021-73 in the amount of $50,000 with Carollo Engineers, Inc. for Engineering Services for the 36-Inch Filter Effluent Pipe Improvements at the Norman Water Treatment Plant.
