CONSIDERATION AND AWARDING OF BID 2021-27 FOR THE PURCHASE OF AGGREGATE AND STONE FOR THE LINE MAINTENANCE DIVISION.

BACKGROUND: City forces use aggregate materials such as rock and sand daily for pipe bedding and they are used as select backfill materials for excavations. This practice is in keeping with standards from ASTM (formerly American Society for Testing and Materials), U.S. Occupational Safety and Health Administration, American Water Works Association and other professional organizations, and complies with standards set forth by the City Engineer. Purchases will be made during fiscal year 2020-2021 (FY20/21).
The proposal language for Bid 2021-27 gives the City the option to renew another year at the same price or until 30 days after notice has been given by the City of Norman of its desire to terminate the contract. Both parties may extend the contract on a year-by-year basis (to a maximum of five years) at the unit bid price upon agreement.
Section One of Bid 2021-27, if approved, will be awarded to Bernie Mathes Trucking, Inc. for 1 ½ inch aggregate base, and Section Two, if approved, will be awarded to Bob Cunningham, Inc. for fill sand.
Line Maintenance estimates to purchase 10,000 tons of 1 ½-in aggregate base crushed stone and 9,000 tons of fill sand for construction projects and emergency repairs.
DISCUSSION: Bid 2021-27 provides for competitive bids on the subject materials. Bids were opened October 8, 2020. Bid packets were sent to four (4) vendors and bids were received from two (2) vendors. The low bid for Section One, 1 ½ inch aggregate base crushed stone is $16.15 per ton. The low bid for Section Two, fill sand is $9.70 per ton.
RECOMMENDATION: It is recommended that Bid 2021-27 be awarded to the lowest and best bidders. Funds are available from the following account in the Water Fund:
Construction Materials Rock & Sand: Account No. 31955251-43303 - Budget Amount $6,695 - Balance Amount $3,055.73.
Section I: 1 ½ inch aggregate base be awarded to Bernie Mathes Trucking, Inc. for a bid price of $16.15 per ton.
Section II: Fill sand awarded to Bob Cunningham, Inc. for a bid price of $9.70 per ton
