AMENDMENT NO. ONE TO CONTRACT K-1415-120; BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND C.H. GUERNSEY & COMPANY INCREASING THE CONTRACT AMOUNT BY $87,200 FOR A REVISED CONTRACT AMOUNT OF $126,600 FOR THE GRAY STREET WATER LINE REPLACEMENT PROJECT.

BACKGROUND: The Gray Street water line (WL) Replacement Project replaces deteriorated 12-inch and 6-inch cast iron water lines along Main Street, Flood Avenue, Gray Street and University Boulevard. The cast iron pipe was constructed over 50 years ago and has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to the water line are time consuming for staff and are very disruptive to traffic in the area as repairs are completed. The new water lines will improve water transmission and will be constructed of non-corrosive materials such as polyvinyl chloride (PVC) pipe.

 

On April 14, 2015, the Norman Utilities Authority (NUA) approved Contract K-1415-120 with C. H. Guernsey and Company (Guernsey) of Oklahoma City, Oklahoma to provide surveying, design, and bidding services associated with approximately 3,600 feet of 12-inch and 8-inch water lines along Main Street, Flood Avenue, Gray Street and University Avenue.

 

On October 25, 2016, the NUA approved CO#2 to Contract K-1516-80 with Central Contracting Services (Central) authorizing replacement of approximately 1,200 feet of deteriorated 12-inch ductile iron pipe (DIP) water line with 16-inch PVC water line along the south side of Main Street between Flood Avenue and Park Drive. Additionally, approximately 500 feet of 8-inch water line on the east side of Flood between Main and Gray is to be replaced.

 

The work being completed under CO#2 with Central includes a portion of the work designed by Guernsey under Contract K-1415-120.

 

DISCUSSION: The proposed amendment will authorize Guernsey to provide additional surveying, design, bidding and construction management services associated with the construction of approximately 6,700 feet of additional water line along Gray Street, Tonhawa Avenue and along interconnecting side streets between Main and Gray. Specific water lines to be replaced are identified in Attachment 2, Scope of Services, and on Figure 1 of the amendment.

 

Note the revised project includes water lines to be replaced under two separate capital improvement projects (CIP). The Gray Street Water line (WL) Replacement Project (WA0202) provides for replacement of approximately 3,600 feet of water line, while the Gray Street/Tonhawa WL Replacement Project (WA0224) provides for replacement of approximately 6,750 feet of water line.

 

The proposed amendment will authorize Guernsey to perform additional surveying, design, bidding and construction management services for the project; the $87,200 amendment amount was negotiated by staff and is within budget. The Fiscal Year Ending 2017 (FYE17) unencumbered design balance for both projects is as follows:

 

                     Gray Street WL Design (account #031-9521-462.62.01; project WA0202): $43,499

                     Gray Street/Tonhawa WL Design (account #031-9360-462.62.01; project WA0224): $62,000

 

This Design budget total of $105,499 is adequate to fund the contract amendment in the amount of $87,200; $62,000 will be funded by Gray/Tonhawa WL (project WA0224) and $25,200 will be funded by Gray Street WL (project WA0202). As noted in Attachment B, the design phase is expected to be complete in four to six months, or by December 2017. The bidding and award phase will consume another 2 to 3 months with construction activities beginning as early as April 2018. Construction of the proposed improvements along Gray will not begin until the ongoing Main Street Enhancement project is complete.

 

RECOMMENDATION:  Staff recommends the NUA approve Amendment No. 1 to Contract K-1415-120 with C.H. Guernsey and Company in the amount of $87,200.
