CONSIDERATION OF AWARDING OF BID 2021-3; CONTRACT K-2021-6 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND RDNJ, L.L.C., D/B/A A-TECH PAVING, IN THE AMOUNT OF $1,183,072.50; PERFORMANCE BOND B-2021-7; STATUTORY BOND B-2021-8, AND MAINTENANCE BOND MB-2021-4 FOR THE URBAN CONCRETE PAVEMENT PROJECT, FYE 2021 LOCATIONS; AND RESOLUTION R-2021-3 GRANTING TAX EXEMPT STATUS.

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved the Street Maintenance Bond Program, a 5-year, 4-phase program to address maintenance needs on neighborhood streets. The four categories include (1) Urban Asphalt Street Rehabilitation, (2) Urban Concrete Street Rehabilitation, (3) Urban Road Reconstruction and (4) Rural Road Rehabilitation.  Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System. The following is the list of the FYE 2021 Urban Concrete Pavement project locations included in this bid:

 

                     Shiloh Drive from Boyd Street to Alameda Street

                     Briar Meadow Road from High Trail Road to Fairlawn Drive

                     High Meadows Drive from 12th Avenue NE to Sandalwood Drive

                     Northcrest Drive from Northcliff Avenue to Abe Martin Drive

                     Fairlawn Drive from High Trail Road to Wind Hill Road

                     Westfield Circle from High Meadows Drive north to 1500 Block

                     Tenkiller Lane from Lakecrest Drive north to 1300 Block

                     Huron Street from Erie Avenue to Superior Avenue

                     Cripple Creek Drive from Woodcrest Creek Drive to Woodbriar Drive

                     Chisholm Trail from Sequoyah Trail to Woodside Drive

                     Woodcrest Drive from Sequoyah Trail to Weatherford Drive

                     Cheyenne Way from Sequoyah Trail north to end (2700 Block)

                     Osage Way from Sequoyah Trail north to end (2700 Block)

                     Rock Hollow Drive from Queenston Avenue to Briarcliff Drive

The roadways included in this project are located in established residential neighborhoods.  The current roadways are constructed of concrete pavement.  The concrete pavement is in poor condition. This project involves rehabilitation of the existing pavement including panel replacement.

 

DISCUSSIONBid documents and specifications for the Street Maintenance Bond Program - Urban Concrete Pavement, FYE 2021 Locations Project were advertised on June 13, 2020 and June 18, 2020 in accordance with State Law. Five (5) concrete contractors submitted bids for this project on July 2, 2020. 

 

The low bidder is RDNJ, LLC, dba A-Tech Paving, of Oklahoma City, Oklahoma in the amount of $1,183,072.50.  This is $589,451.50 or 33% below the Engineer’s Estimate of $1,772,494.00.  This bid is $237,227.50 or 16% below the next lowest bid of $1,420,300.00.  Prior to the 2016 bond election, staff prepared the engineer’s estimates for all of the projects included in the 5-year Street Maintenance Bond Program.  In estimating future pricing for this bond program, staff included assumptions for inflation, need for engineering design, and contingency. Comparing the bids versus the engineer’s estimate, staff believes that the engineer’s estimate was overly inflated due to the previously mentioned assumptions.  Comparing the A-Tech Paving low bid versus the next lowest bid, indicates that unit pricing for mobilization and concrete were the key differences in pricing.  Staff has done a comparative analysis of these bids, and believes the bid to be competitive and represents a fair price.  The bid tabulation is attached.

 

A-Tech Paving is a responsible bidder. They have successfully completed paving projects for the City of Norman, including the Daws-Tonhawa Alley Drainage Improvement Project which was completed in November 2019.

 

This project will be funded from the following Urban Asphalt, Design Account (Org 50593393-Object 46101; Projects: BP0468, BP0469, BP0470, BP0471, BP0472, BP0473, BP0474, BP0475, BP0476, and BP0477).

 

If approved, construction of the Street Maintenance Bond Program - Urban Concrete Pavement, FYE 2021 Locations Project will begin in August 2020.  The construction time for this project is 270 days with an estimated completion of May 2021. 

 

RECOMMENDATION NO. 1 Staff has reviewed the bids and recommends Bid 2021-3 for Street Maintenance Bond Program - Urban Concrete Pavement, FYE 2021 Locations Project be awarded to the low bidder, RDNJ, LLC, dba A-Tech Paving of Oklahoma City, Oklahoma, for $1,183,072.50.

 

RECOMMENDATION NO. 2:  Staff further recommends that, upon approval of Bid 2021-3, the following contract and bonds be approved:

 

Contract K-2021-6

Performance Bond B-2021-7

Statutory Bond B-2021-8

Maintenance Bond MB-2021-4

 

RECOMMENDATION NO. 3:  Staff further recommends that, upon approval of Bid 2021-3, RDNJ, LLC, dba A-Tech Paving, be authorized and appointed as Project Agent via Resolution R-2021-3.
