CONSIDERATION OF AWARDING OF BID-1920-2, APPROVAL OF CONTRACT K-1920-2 BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND H&H PLUMBING & UTILITIES, INC., IN THE AMOUNT OF $1,419,460; PERFORMANCE BOND B-1920-1; STATUTORY BOND B-1920-2; AND MAINTENANCE BOND MB-1920-1 FOR PHASE IV, 24-INCH WATER TRANSMISSION LINE FROM TIMBERDELL ROAD AND CHAUTAUQUA AVENUE TO JENKINS AVENUE AND CONSTITUTION STREET; AND AUTHORIZING THE UTILITIES DIRECTOR TO PURCHASE MATERIALS ON BEHALF OF THE CONTRACTOR. 

 

Body

BACKGROUND:  On January 24, 2017, the Norman Utilities Authority (NUA) approved Contract K-1617-93 authorizing Poe and Associates to proceed with survey, design, and construction management services for the Segment D water line project as recommended by the 2003 Water Master Plan, to install a water transmission main from Lindsey Street and Interstate 35 to Highway 9 and Jenkins Avenue.  A previous phase of this project installed a 24-inch waterline along Chautauqua Avenue from Lindsey Street to Timberdell Road.

 

This project will install approximately 4,800 feet of 24-inch water line along the south side of Timberdell Road and then along the east side of Jenkins Ave within Reaves Park, to the south side of Constitution Avenue.  The existing 12-inch ductile iron pipe within Reaves Park will be abandoned and services will be transferred over to the new water main.  The future installation along Jenkins Avenue down to Highway 9 will be done by a future construction project.  The placement of this new water main will not conflict with future City of Norman projects for the widening of Jenkins Avenue and Constitution Street.

 

Additionally, the recommended portfolio for the 2060 Strategic Water Supply Plan recommended a future non-potable irrigation system from the Water Reclamation Facility to irrigate Reaves Park to reduce the demand on the water system.  An alternate to install 2,000 feet of the recommended 16-inch non-potable water line parallel to the proposed 24-inch potable water line was bid as part of this project.  The future extension of the water main along Jenkins Avenue, south of Constitution Street, will also include an alternate to extend the non-potable irrigation water line south to the Water Reclamation Facility.

 

DESCRIPTION:  The Invitation to Bid No. 1920-2 for Phase IV - 24-Inch Water Transmission Line from Timberdell and Chautauqua to Jenkins and Constitution (project WA0239) was published in the Norman Transcript on September 19 and September 26, 2019.  Twelve contractors attended the mandatory pre-bid meeting held on September 30, 2019.  Bids were opened on October 10, 2019, and ten contractors submitted bids.  The total base bids ranged from $1,290,260 to $1,571,368.66.  The alternate bid for the reuse line ranged from $129,200 to $329,436.  The combined bids including the base bid and alternate bid ranged from $1,427,200 to $1,811,048.52.  H&H Plumbing & Utilities, Inc. was the low bid for the base bid, alternate bid, and combined bid.  The bid results are shown in the attached bid tabulation.  Both staff and Poe & Associates, Inc. (letter attached) recommend award to H&H Plumbing & Utilities, Inc. for the base bid and alternate bid.

 

Funding for the project is divided between the Water Fund (031) and Water Reclamation Fund (032).  Funding from the Water Fund will be for the 24-inch water transmission line under the base bid in the amount of $1,290,260.  The Segment D 24” Phase IV project (WA0239) has an unencumbered balance of $3,266,085.51 in Construction (account 031-9360-462.61-01).  Funding from the Water Reclamation Fund will be for the 16-inch reuse line under the alternate bid in the amount of $129,200. The WRF Non-Potable Reuse System project (WW0205) has an unencumbered balance of $508,184 in Construction (account 032-9394-432.61-01).  These funds have been encumbered in Requisition No. 20200453.

 

The City of Norman is exempt from the payment of any sales or use taxes. Pursuant to Title 68 O.S., Section 1356 (10) and as allowed by Oklahoma Tax Commission Rules Part 27 Trust Authority 710:65-13-140, direct vendors to the NUA are also exempt from those taxes. A bidder and his subcontractors may exclude from their bid sales taxes on appropriate equipment, materials, and supplies that will not have to be paid while acting on behalf of the NUA. To minimize project costs, the NUA will make payment directly to vendors supplying equipment and materials for incorporation into the project.

 

Work on the project will commence shortly after NUA approval of the contract and will continue for approximately seven months with close coordination with the University of Oklahoma and the Parks Department.

 

RECOMMENDATION:  Staff recommends the NUA accept bids meeting project specifications; award Bid  1920-2 to H&H Plumbing & Utilities, Inc. for Segment D Phase IV - 24-Inch Water Transmission Line from Timberdell and Chautauqua to Jenkins and Constitution and for WRF Non-Potable Reuse System in the amount of $1,419,460; approve Contract K-1920-2 and associated performance, statutory, and maintenance bonds in the amount of the bid; and authorize execution of the contracts and bonds and the NUA to purchase equipment and supplies on behalf of the contractor for incorporation into the project.
