INCREASING THE CONTRACT BY $2,550.86 FOR A REVISED CONTRACT AMOUNT OF $129,789.86 TO PAY FOR COSTS OF A PARTNERSHIP MEETING WITH PUBLIC SAFETY AND LOCAL GOVERNMENT AGENCY REPRESENTATIVES HELD ON DECEMBER 3, 2014, IN CONNECTION WITH PHASE 1 OF THE REPLACEMENT OF THE CITY’S EMERGENCY COMMUNICATION SYSTEM.

BACKGROUND: On August 12, 2014 RCC Consultants, Inc. was contracted by the City of Norman to provide consulting services for Phase 1 of the replacement project for the City’s Emergency Communication System.  The scope of the Phase 1 contract included a needs assessment, development of system alternatives, and preparation of budgetary cost estimates for the replacement of the City’s existing Emergency Communication System. The total contract amount was $127,239.

 

DISCUSSION: During the completion of Phase 1 City Staff and RCC identified the need to conduct a partnership meeting with current and potential partner agencies to explain the City’s current Emergency Communication System deficiencies and the potential scope of the replacement project. The goal of the partnership meeting was two-fold; inform other public safety jurisdictions of the City’s intent and initiate discussions about possible partnerships in regards to the City’s Emergency Communication System.  The partnership meeting activity was not included in the scope of the City’s Phase 1 agreement with RCC.

 

On December 3, 2014 City Staff facilitated a partnership meeting where RCC presented on the City’s Emergency Communication System replacement project to 29 representatives of public safety and government agencies from the State, County, and local area.

 

The project overview was informative and necessary to initiate informal discussions among potential project partners.  Additionally, the meeting served as notice of intention to contiguous jurisdictions that receive radio operability as a result of the City’s current partnership with the State of Oklahoma through the Oklahoma Wireless Information Network (OKWIN).

 

Phase 1 of the City’s Emergency Communication System replacement project is now complete.

 

During the execution of this contract, RCC was acquired by Black & Veatch, Inc.  The attached document meets the legal requirements for the City to reimburse Black & Veatch for services rendered.

 

RECOMMENDATION: It is recommended that the City of Norman approve Amendment #1 to Contract K-1415-16 with Black & Veatch, Inc. increasing the contract amount by $2,550.86 for a revised contract amount of $129,789.86 for conducting the partnership meeting.  Funds from the Public Safety Sales Tax Fund, Emergency Communication Systems Design (account 015-9319-419.62-01; project BP0030) will be utilized to pay for the increase in the contract amount.
