ONE TO CONTRACT K-1516-64:  A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND CABBINESS ENGINEERING L.L.C., INCREASING THE CONTRACT AMOUNT BY $2,500 FOR A REVISED CONTRACT AMOUNT OF $67,600 TO PROVIDE EXTRA TOPOGRAPHICAL SURVEY SERVICES FOR THE LEGACY TRAIL EXTENSION PROJECT ALONG 24TH AVENUE NW AND 36TH AVENUE NW AND BUDGET APPROPRIATION FROM THE CAPITAL FUND.

BACKGROUNDFederal funds available under the Transportation Enhancement Program, which was created to broaden the federal focus from building highways to funding projects that help ensure communities are more livable, may be used for a maximum of eighty percent (80%) of the eligible project costs, capped at $600,000 per project. Successful applicants must agree to provide a minimum of twenty percent (20%) of the total project costs.

 

On September 9, 2014, the Oklahoma Department of Transportation, which administers the Enhancement Program, informed the City of Norman that its Legacy Trail Extension Project along 24th Avenue NW and 36th Avenue NW, was among the applying statewide projects selected for inclusion in their latest Transportation Enhancement Program plan. On July 30, 2015, Cabbiness Engineering LLC of Norman was selected to design the project, and developed a detailed scope of service and a related fee of $65,100 for the services, both of which the City and ODOT staffs reviewed and found acceptable.

 

On October 13, 2015, the City Council approved Contract K-1516-64 between the City of Norman and Cabbiness LLC, in the amount of $65,100 for the services associated with the design of the Legacy Trail Extension Project which would construct Legacy Trail in undeveloped segments along 24th Avenue NW and 36th Avenue NW.  A pedestrian lighting element, to complete the existing lighting on the east side of 24th Avenue NW within the University North Park development, was part of the project scope, to be a further enhancement along that corridor. The lighting would be consistent with the recommendations of the University North Park Master Lighting Study, prepared under Contract K-1112-134 by Traffic Engineering Consultants, Inc. and approved by the City Council on June 26, 2012.

 

DISCUSSIONDuring the development of plans, it was realized that pedestrian lighting along the existing Legacy Trail sidewalk from Robinson Street to the first undeveloped segment along 24th Avenue NW (approximately 2,800 linear feet) was inadvertently omitted from the project’s scope. In order to have consistent and functional pedestrian lighting along Legacy Trail from Robinson Street to Rock Creek Road along 24th Avenue NW, an additional 2,800 linear feet of topographical survey is needed. An amendment to the Cabbiness Engineering contract is necessary to fund the $2,500 of additional survey work needed to complete the design to Robinson Street. Construction of this project is scheduled to begin in the spring or summer of 2017.

 

RECOMMENDATIONStaff recommends approval of Amendment No. 1 to Contract K-1516-64 with Cabbiness Engineering  in the amount of $2,500, for extra topographical survey associated with the Legacy Trail Extension Project along 24th Avenue NW and 36th Avenue NW.  If approved, staff recommends an appropriation of $2,500 of Capital Fund Balance (account 050-0000-253.20-00) to Traffic Special Projects, Design (account 050-9688-431.62-01; project TR0082).
