CONTRACT K-1617-133: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND OKLAHOMA ELECTRIC COOPERATIVE (OEC) IN THE AMOUNT OF $10,000 TO RELOCATE AN OVERHEAD POWER LINE AT THE INTERSECTION OF 48TH AVENUE N.W. AND ROBINSON STREET AND BUDGET APPROPRIATION FROM THE CAPITAL FUND BALANCE.

BACKGROUND: On November 27, 2013, City Council adopted Resolution R-1314-59 requesting federal funds for the installation of a new traffic signal at the intersection of Robinson Street and 48th Avenue NW and its interconnection to other signals along Robinson Street. Attachment No. 1 presents a location map of the project.
On September 13, 2016, City Council approved Contract K-1617-50 and adopted Resolution R-1617-25 agreeing to the terms and conditions associated with the construction and future maintenance of the project to signalize the intersection of Robinson Street and 48th Avenue NW.
On October 20, 2016, the Oklahoma Department of Transportation opened bids for the project and awarded the contract to Traffic Signals, Inc. of Edmond. Construction began on February 27, 2017 and is scheduled to be completed in June of 2017. The $324,739.98 project is being funded with 100% federal safety funds.
As this Project has progressed, an issue with Oklahoma Electric Cooperative (OEC) overhead lines has presented. In order for the City’s Traffic Signal Technicians to safely maintain the new traffic signal and to comply with the regulations by the Occupational Safety and Health Administration (OSHA) dealing with clearance from electric lines, an overhead power line owned by OEC will need to be relocated. Contract K-1617-133 comes forward for City Council consideration as a way to deal with this employee safety issue.
DISCUSSION: City staff has met with OEC engineers and developed a plan that eliminates the power line conflict by placing a 240-foot long section of three-phase wire underground and boring under 48th Avenue NW along the north side of Robinson Street. These costs are outside of Contract K-1617-50 that provides 100% federal safety transportation funds for the traffic signals themselves. However, the majority of the cost associated with this relocation will be absorbed by OEC. There is a portion of the work that the City will have to fund. For this purpose, OEC has prepared Contract K-1617-133 outlining the terms and conditions of the proposed work, which requires the City to fund $10,000 of the total cost.
RECOMMENDATION: Staff recommends approval of Contract K-1617-133 with OEC for the relocation of power lines along Robinson Street.
Staff also recommends a $10,000 appropriation of funds from the Capital Fund Balance (account 050-0000-253.20-00) to Robinson Street and 48th Avenue NW Traffic Signal - Utilities (account 050-9076-431.67-01; project TR0098) - to pay for the City’s share of the relocation cost.
