CONTRACT K-1718-89:  A PIPELINE LICENSE WITH THE BURLINGTON NORTHERN AND SANTA FE RAILWAY COMPANY IN THE AMOUNT OF $4,966 FOR THE ROCK CREEK ROAD WATERLINE RELOCATIONS.

BACKGROUND:  The Rock Creek Road widening and signalization project requires relocation of waterlines within the project limits. The project extends along Rock Creek Road between the Burlington Northern and Santa Fe (BNSF) Railway on the west to Research Park Boulevard on the east.

 

On November 28, 2017, the City of Norman considered approval of Contract K-1718-68 with Central Contracting Services, Inc. (Central). As a part of that project, the contractor will install a new 16-inch waterline inside a 30-inch diameter steel casing by boring under the BNSF Railway on the south side of Rock Creek Road (see attached map). A pipeline license from BNSF is required to install any crossing of the railroad tracks.

 

DISCUSSION:  The attached pipeline license (Contract K-1718-89) sets forth terms and conditions for the use of the railroad right-of-way at this location. The license agreement requires the City of Norman to participate in the BNSF Railway Company’s protective liability insurance program at a fee of $1,266 as well as pay $3,700 for contract and processing fees. Staff will submit the signed pipeline licenses along with the fee payments totaling $4,966 upon approval by the Trustees of the Norman Utilities Authority (NUA).

 

At this time, funding of $439,200 is available in Water Distribution Systems, Library Waterline, Construction (account 031-9360-462.61-01; project WA0223). It is expected that $338,122 will be transferred from this project to the Rock Creek Road Widening Project (TR-0059) for the NUA share of the waterline relocations being completed under Contract K-1718-68 with Central. This leaves a remaining balance of $101,078 in the Construction account which is adequate to fund the BNSF pipeline license.

 

RECOMMENDATION:  Staff recommends approval of Contract K-1718-89 for a Pipeline License with the Burlington Northern and Santa Fe Railway at a cost of $4,966 for installation of a 16-inch waterline under the railroad right-of-way at Rock Creek Road, and transfer of funds from Waterline Distribution, Library Construction.
