CONSIDERATION OF AWARDING REQUEST FOR PROPOSAL RFP-1920-63, APPROVAL OF CONTRACT K-2021-13 WITH THE CAVINS CONSTRUCTION GROUP, L.L.C., IN THE AMOUNT OF $234,328; PERFORMANCE BOND B-2021-21, STATUTORY BOND B-2021-22, AND MAINTENANCE BOND MB-2021-11 FOR THE ROTARY PARK RESTROOM CONSTRUCTION PROJECT AND THE ADOPTION OF RESOLUTION R-2021-7 GRANTING TAX EXEMPT STATUS.

BACKGROUND:   On October 13, 2015 Norman citizens passed the Norman Forward Initiative which will fund various projects through a ½ % sales tax increase over 15 years.  Included in the Norman Forward Initiative is a project to make improvements to all of the city’s neighborhood parks.  The funds for this project are “pay-as-you-go”, meaning that we can only do a few park projects per year as the funds from the sales tax are collected.  Knowing this, Park Planning staff worked to identify a set of criteria to determine which parks had the most immediate needs to bring them up to the standards we expect in our public parks.  The overall NORMAN FORWARD Neighborhood Park Improvement plan was presented to the Board of Park Commissioners in March of 2017; and then to the City Council in May of 2017 for approval of the plan to spend the first five years of funding.  After completing renovation projects at other parks in the first three years of the program, Rotary Park was identified as the next park for playground and park improvements.

 

DISCUSSION:  On 15 and 22 May 2020, RFP Number 1920-63 for the Rotary Park Restroom Construction Project was advertised in the Norman Transcript, Southwest Construction News, e-Plan, CMD Construction News, and Dodge Report.  Requests for proposals were distributed to eight construction general contractors, six of whom responded with complete proposals.

 

Proposals were received on June 12, 2020 (Bid Tab attached).  Park Planning staff reviewed the proposals, and determined that the lowest and best proposal to meet specifications for the work was received from Cavins Construction Group, LLC, (Cavins).  The work being awarded includes construction of a new restroom facility in the park, as designed by TMP Architects earlier this year via a separate contract.  Demolition of the old restroom will be coordinated by the Parks and Recreation Department just prior to the start of the new building construction.

 

The budget for the total park renovation at Rotary Park was listed in the NORMAN FORWARD presentations as $400,000, which included a new restroom and playground, replacement of park furnishings, signage and placing shade over the ballfield dugouts.  The playground replacement is nearing completion; and the new site furnishings are being ordered now.  The dugout shade will be completed this summer, with additional funding being used from the annual donations to the park from the local Rotary Club.  The bid from Cavins for the construction of the new restroom is $234,328.  Funds are available in the NORMAN FORWARD Fund, Neighborhood Park Improvements, Construction (account Org 51798830; Object 46101; Project NFP101).  The remaining funds will be used to complete those other improvements listed in the improvement plan for Rotary Park, described above.

 

RECOMMENDATION NO 1:   It is recommended that City Council approve RFP Number 1920-63 for the Rotary Park Restroom Construction Project for the Parks and Recreation Department and award the contract in the amount of $234,328 to Cavins Construction Group, LLC.

 

RECOMMENDATION NO.2:   It is further recommended upon approval of RFP Number 1920-63 that the following contract and bonds be approved:

Contract K-2021-13

Maintenance Bond MB-2021-11

Performance Bond B-2021-21

Statutory Bond B-2021-22

 

RECOMMENDATION NO.3:  It is further recommended upon approval of RFP Number 1920-63 that Cavins Construction Group, LLC be authorized and appointed as project agent for the Rotary Park Restroom Project by Resolution R-2021-7 to avoid the payment of sales tax on purchases of equipment and materials for the project.
