CONTRACT K-1617-128:  A CONTRACT BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND THE MCKINNEY PARTNERSHIP ARCHITECTS, P.C., IN THE AMOUNT OF $53,250 TO PROVIDE PROFESSIONAL ARCHITECTURAL SERVICES FOR THE WESTWOOD TENNIS CENTER INDOOR COURT FACILITY PROJECT AND BUDGET TRANSFER BETWEEN PROJECT ACCOUNTS

BACKGROUND:  On October 13, 2015, the citizens of Norman voted to fund the Norman Forward Quality of Life projects with a limited term ½% sales tax increase for 15 years.  This initiative included a number of high priority projects identified in the 2014 Library Master Plan Update, the 2009 Norman Parks and Recreation Master Plan, and additional projects designed to provide recreational opportunities for Norman residents.  One such project was the construction of additional courts at the Westwood Tennis Center.

 

DISCUSSION:  The Westwood Tennis Center Improvement Project is comprised of a two-court indoor tennis facility to replace existing courts Number 6 & 7 located on the east side of the entry walk at the facility.  Two additional outdoor courts were also planned at the site in order to maintain the proper number of outdoor courts required by the United States Tennis Association to host the large sectional tournaments that have been conducted by Westwood over the past decade.  The new outdoor courts have already been constructed in the area along Robinson Street north of the Tennis Pro Shop.  The new indoor facility will include two new post-tensioned concrete tennis courts including all surfacing, nets, and striping; however, instead of a perimeter fence, the two courts will be enclosed by a tensioned fabric structure similar to the one constructed recently at Will Rogers Tennis Center in Oklahoma City which staff toured and discussed with the staff at that park.  The new building will include perimeter and between-court netting and screening, LED lighting, and a viewing area for parents and spectators and will be built according to all applicable building codes for such structures.  These structures are insulated and constructed for comfortable play during wet and cold weather without auxiliary heating.  An air conditioning system will be designed to make for comfortable playing conditions in the heat of summer.  

 

In March, 2017, Request for Proposal RFP-1617-47 for Architectural Services for the Westwood Tennis Center Indoor Courts Project was advertised in the Norman Transcript.  The RFP was sent to several local Architects and also advertised in Bid News, Southwest Construction News and Dodge Report.  Completed proposals were received from two design teams.

 

After interviewing the firms who submitted proposals, the Review and Interview Committee recommended engaging the services of The McKinney Partnership Architects (McKinney) for this project.  The committee felt McKinney’s design team had the greatest amount of related experience for the project including a specialist in this type of construction familiar with the industry and manufacturers of tensile fabric structures.

 

Contract K-1617-128 with The McKinney Partnership Architects, P.C., for Architectural services is in the amount of $53,250.  A summarized Scope of Services (attached) includes the following:

 

                     Task I - Schematic Design;

                     Task 2 - Design Development;

                     Task 3 - Construction Documents;

                     Task 4 - Bidding Phase Assistance;

                     Task 5 - Record As-Built Drawings; and

                     RE01 - Reimbursable Expenses

 

The Norman Forward Program Management Consultants from ADG participated throughout the entire proposal and selection process ADG reviewed the proposed contract and feel it is complete, fair and reasonable.  The City Attorney’s office has reviewed the contract and recommends approval.

 

RECOMMENDATION: It is recommended that City Council approve Contract K-1617-128 with The McKinney Partnership Architects, P.C., Inc., in the amount of $53,250 for Professional Architectural Services for the Westwood Tennis Center Indoor Court Facility for the Parks and Recreation Department and appropriate $3395.28 from the Westwood Tennis Center Addition Project Construction (051-9364-451.6101-NFB007) to the Westwood Tennis Center Addition Project - Design, (051-9364-451.62-01 -NFB007).
