AMENDMENT NO. ONE TO CONTRACT NO. K-1213-86: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND FREESE & NICHOLS INCREASING THE CONTRACT AMOUNT BY $20,595.84 FOR A REVISED CONTRACT AMOUNT OF $320,595.84 TO PROVIDE ADDITIONAL CONSULTANT SERVICES FOR THE DEVELOPMENT OF A COMPREHENSIVE TRANSPORTATION PLAN FOR THE CITY OF NORMAN AND BUDGET APPROPRIATION FROM THE CAPITAL FUND BALANCE.

BACKGROUND: On November 13, 2012, City Council approved Contract No. K-1213-86 with Freese & Nichols for the development of the City’s first Comprehensive Transportation Plan (CTP). The $300,000 contract provided a framework for the development and implementation of an efficient and comprehensive transportation system within Norman and its extraterritorial jurisdiction. Freese & Nichols performed exceptionally well throughout the program. City Council adopted the CTP on May 13, 2014.
DISCUSSION: The timing of the Comprehensive Transportation Plan process, as it related to a very active Capital Improvement Bond Program with eight major transportation projects, presented some opportunities and challenges to City staff and the design team. In order to fully assess the traffic impacts on the City’s transportation network, Freese & Nichols provided support services to the City for review of alternative design concepts for the West Lindsey Street Bond Project as they related to the CTP. In addition, Freese and Nichols provided additional services related to the Center City Visioning Process and particularly to the Main Street One-Way/Two-Way discussion. These services were not included in the original contract with Freese & Nichols.
Specific services included:
1. Attendance at community meetings in June-September, 2013.
2. Coordination of the CTP study team for travel forecast modeling of the alternative design concepts into the sub-area travel forecast model’s “Existing plus Committed” model scenario.
3. Assistance with the review and interpretation of model output forecasted traffic volume and associated level of service calculations.
4. Preparation of a report detailing travel forecast demands and associated roadway needs for some of the projects.
5. Attendance at a City Council workshop and Study Session to discuss CTP issues associated with alternative design concepts.
6. Preparation of a PowerPoint presentation to discuss the travel forecast modeling process, the alternative forecast and recommended roadway cross-section needs.
7. Conducted field reconnaissance of specific corridors as necessary to support the CTP recommendation.
8. Development of a “Special Corridor” street classification for Lindsey Street from Berry Road to Jenkins Avenue.
9. Attendance at a Norman Downtowners Association meeting in April 2014 to discuss the final draft of the CTP as it related to the Downtown area.
Staff has negotiated Amendment No. 1 to the contract with Freese & Nichols at a cost of $20,595.84. This amendment provides compensation for the traffic modeling services, technical support and additional meetings needed to assess impacts of various design concepts on some of the transportation projects currently under design. Funds will need to be appropriated from the Capital Fund Balance to cover the cost of Amendment No. 1. If approved, the original contract amount with Freese & Nichols of $300,000 will increase to $320,595.84. The original $300,000 was appropriated from the FYE 2014 Capital Fund.
RECOMMENDATION: Staff recommends approval of Amendment No. 1 to Contract No. K-1213-86, between the City of Norman and Freese & Nichols. If approved, Staff recommends an appropriation of $20,595.84 from the FYE 2015 Capital Fund Balance (050-0000-253.20-00) to the Comprehensive Transportation Plan, Design (account 050-9056-431.62-01; project TC0248).
