CONSIDERATION OF FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1112-85 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND CENTRAL CONTRACTING SERVICES, INC., FOR THE URBAN CONCRETE PAVEMENT REHABILITATION BOND PROJECT.

BACKGROUND: In the Street Maintenance Bond Election of March 2010, voters approved $19 million in funding over a 5-year period for the purpose of maintenance and improvement of neighborhood streets throughout the city. The 2010 Street Maintenance Bond Program includes the following:

 

                     Over 200 lane miles of street maintenance

                     $8,250,000 (43%) for urban asphalt streets

                     $4,500,000 (24%) for urban concrete streets

                     $2,250,000 (12%) for rural roads

                     $4,000,000 (21%) for total reconstruction of urban streets

                     Reduces inventory of unpaved roads from 15 miles to 10 miles

 

On February 28, 2012, the City Council awarded the FYE 2012 Urban Concrete Pavement Rehabilitation Project to Central Contracting Services, Inc. of Norman, OK in the amount of $790,420.00. The Engineer’s estimate for the project was $875,725.80. This contract included a number of neighborhood streets located in Starbrook, Brookhaven, Park Central, Hetherington Heights and Castlerock Additions. The street repairs began in October, 2013. The remaining streets to be repaired are in the Castlerock Addition located north of Tecumseh Road and west of 36th Avenue NW.

 

DISCUSSION: Since the scope of the 2012 Urban Concrete Street Project was first established prior to the Bond Election in 2010, additional large areas of concrete pavement have deteriorated significantly. The repairs to the additional concrete pavement have utilized all the available funds originally allocated for the project. In the intervening time since the project was estimated in 2009, additional large areas of concrete pavement problems have occurred in the Castlerock Addition. Additional funding was used to perform more repairs within the Castlerock Addition.

 

The background on the contract with Central Contracting is as follows:

 

February 28, 2012 - Original Contract K-1112-85 - $790,420.00

February 28, 2012 - Change Order No. 1 - $85,307.00

May 12, 2015 - Change Order No. 2 - $750,000.00

 

Total - $1,625,727.00

 

Change Order No. 1 involved additional pavement replacement to side street locations in the Castlerock Addition. The change order utilized all of the additional available funds that were allocated for the 2012 Urban Concrete Projects. Change Order No. 2 involved additional pavement replacement to Castlerock Road. The change order utilized additional available funds that were originally allocated for the 2015 Urban Asphalt Projects.  All work was completed per the contract specifications. Final quantities for this project matched plan quantities so a final change order is not required.  Central Contracting Services, Inc. completed the work on February 12, 2016.

 

RECOMMENDATION: Staff recommends final acceptance of the 2012 Urban Concrete Pavement Rehabilitation Bond Project, Contract K-1112-85 and further recommends that final payment in the amount of $81,286.35 be directed to Central Contracting Services, Inc.
