AMENDMENT NO. TWO TO CONTRACT K-1314-110: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND ALAN PLUMMER AND ASSOCIATES, INC., INCREASING THE CONTRACT AMOUNT BY $186,500 FOR A REVISED CONTRACT AMOUNT OF $585,000 TO PROVIDE ADDITIONAL ENGINEERING SERVICES RELATED TO FINAL DESIGN AND CONSTRUCTION ADMINISTRATION OF THE ROBINSON WATERLINE REPLACEMENT PROJECT GENERALLY BETWEEN 24TH AVENUE N.W. AND 36TH AVENUE N.W.

BACKGROUND: The Robinson Waterline Relocation project (WA0195) is expected to replace approximately 5,300 feet of deteriorated 24-inch waterline along Robinson generally between 36th Avenue NW and 24th Avenue NW. This cast iron waterline was constructed in the early 1970's and has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive, time consuming for Norman Utilities Authority (NUA) and Norman Public Works staff and are disruptive to traffic in the area as repairs are completed.
Request for Proposal (RFP) 1314-28 was distributed to consultants and the review team selected Alan Plummer and Associates, Inc. (APAI), with offices in Oklahoma City and Fort Worth, Texas, as most qualified consultant for the project. On January 28, 2014, the NUA approved Contract K-1314-110 with APAI in the amount of $99,900 for preliminary design (30% design completion), surveying and geotechnical services associated with the construction of approximately 5,300 feet of waterline along Robinson, crossing I-35 and between 24th and 36th Avenues NW.
At the completion of the preliminary design phase, the NUA selected the “best” alternative for providing a reliable, appropriately sized, water transmission line serving western Norman. The design also considered the impact on the future Oklahoma Department of Transportation (ODOT) I-35 ramp realignment project to be completed by others in the future. During preliminary design, staff found it necessary to subdivide the original project scope into two sections to remain within the original project budget. The main reason for the cost escalation was to comply with the ODOT requirement to bore and encase the entire 2,400 feet of waterline within the ODOT right-of-way.
A technical memorandum was prepared which evaluated three alternative alignments. For all alternatives, the existing 24-inch transmission line was upsized to 30-inch and the existing 12-inch waterline under I-35 south of Robinson was eliminated. The new waterline will be constructed of non-corrosive materials such as PVC or HDPE and the design will be closely coordinated with the Public Works Department and ODOT. The waterline crossing under Brookhaven Creek is to be directionally drilled with HDPE piping to minimize floodplain and other environmental impacts. During preliminary design, the construction cost in millions (M), for the three alignments, was estimated as summarized below:
• Alignment 1A and 1B: $1.96M + $1.33M = $3.29M
• Alignment 2A and 2B: $2.88M + $1.36M = $4.24M
• Alignment 3A and 3B: $2.34M + $1.24M = $3.58M
Both NUA staff and APAI recommended selection of Alignment 2 even though it has the highest capital cost. Other factors such as reduced length of waterline, better system hydraulics, reduced operation and maintenance costs, and reduced traffic impacts lead to recommending Alignment 2 for construction.
On October 14, 2014, the NUA approved Amendment No. 1 to Contract K-1314-110 authorizing APAI to provide final design, bidding and construction management for the proposed waterline identified as Alignment 2A. The amendment was written so that Alignment 2B could be added and designed in the future if approved by the NUA. The amendment increased the contract amount by $298,600 or about 7.2% of the construction estimate. Final design for Alignment 2A is essentially complete and will be submitted to the Oklahoma Department of Environmental Quality (ODEQ) for approval in November 2015.
DISCUSSION: Proposed Amendment No. 2 will authorize APAI to provide final design, bidding and construction management services for Alignment 2B as well as extend the design length for Alignment 2A. The proposed new work is illustrated on Figure 1 (attached); Alignment 2A is extended about 1,000 feet to the east to reduce disruption at the intersection of 24th Avenue NW and Robinson as well as allow replacement of a waterline to and including the crossing of Robinson just east of the Westwood Park Tennis Center. Alignment 2B will include the 30-inch directionally drilled waterline crossing under Brookhaven Creek and will extend to Brookhaven Boulevard where it will connect to the existing 30-inch waterline feeding the Brookhaven elevated water storage tower. The proposed project schedule is shown in Attachment A, the proposed work scope is detailed in Attachment B and the proposed cost is detailed in Attachment C to the contract.
Amendment No. 2 will increase the contract amount by $186,500 including $33,500 for additional work associated with extending Alignment 2A about 1,000 feet to the east (Construction Phase I), and $153,000 for final design, bidding and construction phase services for Alignment 2B (Construction Phase II). The revised total contract amount of $585,000 was negotiated by staff, is reasonable and equates to about 12% of the $4.82 M construction estimate for both Alignments 2A and 2B. Construction of Alignment 2A (estimated at $3.46M) is expected to begin in early 2016; final design of Alignment 2B is expected to be complete in about 9 months with bidding expected in fall 2016.
The Fiscal Year Ending 2016 budget for Robinson Waterline Relocation project (WA0195) included a budget increase of $2,070,000 to account for the additional project costs. The current budget includes unencumbered funding of $270,000 in Design (account 031-9360-462.62-01), $23,599 in Land/ROW (account 031-9360-462.60-01) and $4,476,000 in Construction (account 031-9360-462.61-01). The Design account has a sufficient balance to fund the amendment.
RECOMMENDATION: Staff recommends the NUA approve Amendment No. 2 to Contract K-1314-110 totaling $186,500 with Alan Plummer and Associates, Inc. for final design, bidding and construction phase services for the Robinson Waterline Relocation project (WA0195).
