CONSIDERATION OF ACKNOWLEDGMENT OF THE FISCAL YEAR 2015-2016 COMCD BUDGET AND DIRECTING THE INCLUSION OF THAT AMOUNT APPLICABLE IN THE PROPOSED FISCAL YEAR 2016 CITY OF NORMAN BUDGET.  
 
Body
The City of Norman is a member city of the Central Oklahoma Master Conservancy District ("COMCD").  COMCD was created as an operational and governing structure for Lake Thunderbird when the lake was built in the 1960's.  Other member cities include Midwest City and Del City.  The City of Norman appoints three representatives to the COMCD Board that hires and oversees the General Manager of COMCD.  The current General Manager of COMCD is Mr. Randy Worden.  Mr. Worden has submitted the Proposed Budget for COMCD for the fiscal year beginning July 1, 2015 and ending June 30, 2016.
 
As pointed out in Mr. Worden's transmittal letter included in this item, an additional position is being requested bringing the total number of employees to seven (7).  The requested position would be filled with a person with significant experience and training in electrical/electronics to provide additional support to the technical staff.
 
There are increases to the legal and consultant line items and funding for additional Total Maximum Daily Load (TMDL) modeling, if needed, as the District moves forward with securing Oklahoma Department of Environmental Quality (ODEQ) approval of a water reclamation/reuse project.  This will be the first one of its kind in the State of Oklahoma and additional modeling or engineering might be required to obtain a permit.
 
There is an increase in capital assets to allow the purchase of a tractor and mower to maintain the dam, easements, and other areas around the lake, a trailer to transport the skid-steer loader and mini-excavator, a replacement pickup truck and costs to repaint the District's terminal tank at the Norman plant.
 
The proposed Fiscal Year 2015-2016 Central Oklahoma Master Conservancy District Budget was approved by the Board on March 5, 2015.
