AMENDMENT NO. ONE TO CONTRACT K-1617-113: BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND HALFF ASSOCIATES, INC., INCREASING THE CONTRACT AMOUNT BY $173,000 FOR A REVISED CONTRACT AMOUNT OF $877,500 TO PROVIDE ADDITIONAL PROFESSIONAL LANDSCAPE ARCHITECTURAL SERVICES FOR THE REAVES PARK SPORTS COMPLEX PROJECT AND BUDGET TRANSFER BETWEEN PROJECT ACCOUNTS.

BACKGROUND: On 13 October 2015, the citizens of Norman voted to fund the NORMAN FORWARD Quality of Life projects with a limited term ½% sales tax increase for 15 years. This initiative included a number of high priority projects identified in the 2014 Library Master Plan Update, the 2009 Norman Parks and Recreation Master Plan and additional projects designed to provide recreational opportunities for Norman residents. One such project was the construction of the Reaves Park Sports Complex.
On March 28, 2017, the Norman City Council approved Contract K-1617-113 with Halff Associates, Inc. in the amount of $704,500 for professional landscape architectural services for the Reaves Park Sports Complex Project.
DISCUSSION: Halff Associates, Inc. has proposed additional design fees of $173,000 to provide additional services for the NORMAN FORWARD Reaves Park Sports Complex Project. The current design contract with Halff Associates, Inc. is in the amount of $704,500. If approved, the revised design contract amount will be $877,500. A summarized Scope of Services from Amendment No. One includes additional project management and meetings, as well as, additional schematic design services.
Following recent Council discussions, approving this amendment will provide for the completion of the schematic design phase for the increased scope of work at the Reaves Park Complex, as per the recommendation of the Reaves Park Ad Hoc Group. Completing these plans will keep the project moving forward in a timely fashion and allow for continued progress should an election for supplemental funding be successful. Should supplemental funding not be acquired, the completed schematic design plans will either be held until such time as dedicated funding can be approved, or the Reaves Project can continue to the construction phase using the current project budget. A bond election analysis provided by ADG, our program managers for the project, is attached for additional information.
Funds are available for this project in the NORMAN FORWARD Reaves Park Remodel Project, Design (account 51792205-46201; project NFB006).
RECOMMENDATION NO. 1: Staff recommends approval of Amendment No. 1 to Contract K-1617-113 with Halff Associates Inc. in the amount of $173,000 for Professional Landscape Architectural Design Services for the NORMAN FORWARD Reaves Park Sports Complex Project.
RECOMMENDATION NO. 2: Staff further recommends approval of a transfer of funds in the amount of $173,000 from the NORMAN FORWARD Reaves Park Project Construction (51792205-46101, NFB006) to Design (51792205-46201, NFB006).
