AMENDMENT NO. ONE TO CONTRACT K-1819-87:  BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CABBINESS ENGINEERING, L.L.C., INCREASING THE CONTRACT AMOUNT BY $7,700 FOR A REVISED CONTRACT AMOUNT OF $133,600 TO PROVIDE PROJECT DESIGN, BIDDING, AND CONSTRUCTION ADMINISTRATION FOR THE PARSONS ADDITION WATER LINE REPLACEMENT PROJECT AND BUDGET APPROPRIATION FROM THE WATER FUND BALANCE

 

Body

BACKGROUND:  Cabbiness Engineering, LLC (Cabbiness) designed the plans and specifications for the Parsons Addition Water Line Replacement Project (WA0246) which encompassed replacing approximately 10,000 lineal feet (LF) of water line. The water lines in this area are deteriorated and tuberculated and staff had concerns of effective fire protection, risk of significant leaks and associated water loss.  The area is generally bound by Brooks Street to the north, Flood Avenue to the west, Lindsey Street to the south, and Elm Street to the east (map attached).

 

Staff held a meeting at McKinley Elementary School April 10, 2019 for the neighborhood homeowners affected which included sorority and fraternity representatives as well as OU officials.  It was decided to install water lines in the streets as opposed to under sidewalks.  The consensus was that even though new sidewalks were beneficial, there was too much concern regarding the potential to damage tree roots.

 

OU officials, sorority and fraternity representatives requested no work on Elm, College, and Chautauqua streets while school was in session.  Staff decided to break the project into 2 phases so that Flood and Lahoma could be completed immediately and the streets affecting the University could be completed summer of 2020 while school was out.

 

Southwest Water Works LLC of Oklahoma City was low bidder for the Phase I project in the amount of $828,112.  Construction began July 1, 2019 and is scheduled to be complete by December 28, 2019.   Contractor is ahead of schedule and will probably complete the project in November.

 

DISCUSSION: Amendment No. 1 is to compensate Cabbiness for the additional costs created by splitting the project into two phases.  The additional scope will be providing a revised set of drawings, performing the bidding process, providing construction oversight and preparing final record drawings.  Staff has negotiated a cost of $7,700 for these additional scope items.  Project will bid in February of 2020. 

 

The current year budget includes an unencumbered balance of $3,996 in WL Replacement: Parsons Addition, Design (Account Org 31993360, Object 46201, Project WA0246).  Staff recommends an appropriation of $10,000 from the Water Fund Balance (Account Org 31, Object 29000) to Parsons Addition, Design (Account Org 31993360, Object 46201, Project WA0246).  This should be sufficient to fund the proposed amendment as well as the advertising, permitting, and other miscellaneous testing costs associated with the project. These funds have been encumbered in Requisition No. 20200477.

 

RECOMMENDATION:  Staff recommends approval of Amendment No. 1 to Contract K-1819-87 in the amount of $7,700 with Cabbiness Engineering, LLC.  Staff recommends an appropriation from the Water Fund Balance (Account Org 31, Object 29000) in the amount of $10,000 into Parsons Addition, Design (Account Org 31993360, Object 46201, Project WA0246).
