BACKGROUND:  As a part of the Lindsey Street Widening Improvements, the Norman Utilities Authority (NUA) will fund multiple projects to reduce the probability of future water or sewer repairs once the new roadway is constructed. The NUA has already approved design of approximately 6,000 feet of new 24-inch water transmission main on the south side of Lindsey between Berry Road and 24th Avenue SW. This waterline will be constructed concurrently with the relocation of other water and sewer lines by the Department of Public Works to provide the required clearances for the new roadway. Additionally, other existing utilities such as telephone, electric, gas, cable are being relocated.
 
The Lindsey Street Sanitary Sewer Rehabilitation Project will replace or rehabilitate about 2,900 feet of 21-inch and 18-inch sewer interceptor generally between McGee and Berry on the south side of Lindsey as shown on the attached map.  Several smaller sewer collector lines crossing Lindsey will also be replaced with high density polyethylene (HDPE) sewer pipe, primarily using the pipe-bursting technique. Funding for this project is provided by five dollar per month maintenance fee approved by the citizens of Norman in 2001 for the systematic replacement of aged and deteriorating sewer lines.
 
DISCUSSION:  Proposed Design Contract K-1415-92 will authorize RJN Group, Inc. (RJN) to perform the design, bidding and construction administration phases of the Lindsey Street SS Rehabilitation Project. RJN has previously performed sewer interceptor design as well as on-going wastewater flow monitoring services for the NUA and is well qualified to perform the proposed work.
 
As shown in Attachment A, the design schedule is compressed in order to allow the construction to be completed prior to or concurrent with other utility relocations. Attachment B details the contract scope and the tasks to be performed. As shown in Attachment C to the contract, the proposed fee of $73,800 includes design, bidding and limited construction administration tasks. The proposed fee includes $53,600 for the design and bidding phase and $20,200 for construction phase services. The proposed fees are reasonable and staff recommends approval.
 
The Fiscal Year Ending 2015 (FYE15) budget for Lindsey Street SS Rehabilitation Project (project WW0207) includes an unencumbered balance of $133,820 in Design (account 321-9338-432.62-01) and is adequate to fund the contract.
 
RECOMMENDATION: Staff recommends approval of design contract K-1415-92 with RJN Group, Inc. in the amount of $73,800 as detailed above.
