CONSIDERATION OF AWARDING OF BID 1718-19 TO BLUELINE RENTAL, L.L.C., IN THE AMOUNT OF $110,714.81 FOR THE PURCHASE OF ONE (1) COMPACT CRAWLER BOOM LIFT AND TRAILER FOR THE FACILITY MAINTENANCE DIVISION.

 

Body

BACKGROUND:  The Facility Maintenance Division has a lift used to replace lights in the main Municipal Building and the Recreation Centers.  In areas where this lift will not work, equipment is leased to accommodate the maintenance needs.  The current lift is more than 20 years old and no longer stable for continued use.  Purchasing the JLG Compact Crawler Boom Lift and Trailer will greatly assist Facility Maintenance in meeting its goals to provide high quality repair and maintenance services in a timely cost effective manner.

 

DISCUSSIONThis piece of equipment while in transport mode is 31 inches wide, 13 feet 8 inches long, and 6 feet ½ inches tall, which allows it to easily pass through a standard three foot door.  This lift has a working height of 56 feet and can easily reach any of the lights, heating equipment, and internal roof drains located in any of the three recreation center gymnasiums, the lights and equipment located at the nine Fire Station truck bays, Fleet Maintenance service bays, 201 West Gray Administration Building, and future facilities the City of Norman might acquire, including the new Central Branch Library.

 

Specifications for Bid 1718-19 for the purchase of one compact crawler boom lift and trailer were mailed to five (5) vendors and advertised in the Norman Transcript.  Only one (1) bid was submitted by Blueline Rental, L.L.C., of Oklahoma City in the amount of $110,714.81.  Staff contacted the vendors who received bid packets, but did not submit a bid.  Grainger indicated they could deliver the equipment but was unable to provide the training stipulated in the bid specifications. Sunbelt indicated they simply missed the deadline.  Staff was unable to get responses from Medley Material Handling and United Rentals.

 

Funds for this equipment purchase were allocated in the fiscal year 2017-2018 capital outlay budget in the amount of $153,900 in Service Equipment/Heavy Duty (account 010-2032-419.50-08).  A portion of the remaining funds will be used to modify some of the Facility Maintenance Division vehicles to pull the trailer and equipment.

 

RECOMMENDATION:  Staff recommends Bid 1718-19 for the Purchase of Factory JLG Compact Crawler Boom Lift and Trailer be awarded to Blueline Rental, LLC, in the amount of $110,714.81 as the only bidder and having met the specifications.
