CONSIDERATION OF REQUEST FOR PROPOSAL RFP-1617-33, APPROVAL OF CONTRACT K-1617-104 WITH THE PLAYWELL GROUP/PLAYWORKS, INC., IN THE AMOUNT OF $120,000; PERFORMANCE BOND B-1617-61; STATUTORY BOND B-1617-62; AND MAINTENANCE BOND MB-1617-52 FOR THE HIGHLAND VILLAGE PARK PLAYGROUND EQIUPMENT PROJECT AND ADOPTION OF PROJECT AGENT RESOLUTION R-1617-85.

BACKGROUND:  During the Fiscal Year Ending 2016 Capital Budget process, City Council approved Parkland Development funding for the Highland Village Park Development Project. The Park Project is for the initial development of the park site associated with the Highland Village Addition, Hawthorn Place Addition, Poppy Grove Addition, Tecumseh Ridge Addition, Tecumseh Meadows Addition. This project will include the installation of a park walking trail, a gazebo, a drinking fountain, trees, basketball court, park benches, picnic tables and a playground. Park Maintenance crews have been working to clear areas for trail construction this spring.

 

DISCUSSION: On 16 and 23 December 2016, RFP Number 1617-33 for the Highland Village Park Playground Project was advertised in the Norman Transcript, Southwest Construction News, e-Plan, i-Square Foot, Bid News and Dodge Report.  Requests for proposals were distributed to nine playground equipment vendors, six of whom responded with complete proposals. 

 

Parks and Recreation staff carefully evaluated the playground proposals based on their providing the optimum in number and diversity of play events, play area and age appropriateness for the neighborhood. The modular play unit chosen maximized play value for all ages by incorporating multi-level play decks and transition heights.  Each play deck includes a climbing component and slide.  Deck heights include 36”, 60” and 72” levels, which allows for all ages to enjoy the equipment in a variety of ways.  The additional stand-alone play components will be new and exciting additions to the City’s park system.  The chosen playground will include unique play equipment which is new to our system - setting it apart by being innovative in design and being versatile enough to accommodate a larger range of ages on this equipment.  Bidders were asked to maximize the $120,000 playground budget.  Other project funds will be used for the other park features listed above. The equipment being recommended should provide the best “play value” within the available funding.

 

RECOMMENDATION 1:   It is recommended that Request for Proposal RFP 1617-33 be awarded to The PlayWell Group/PlayWorks, Inc. in the amount of $120,000 for the Highland Village Park Playground Project. Funding of $100,000 is available for this project in Construction (account 050-9738-452.61-01; project PR0128) and $20,000 in Construction (account 052-7042-452.61-01; project PR0128).

 

RECOMMENDATION 2:  It is further recommended that City Council approve Contract K-1617-104, Performance Bond B-1617-61, Statutory Bond B-1617-62, and Maintenance Bond MB-1617-52

 

RECOMMENDATION 3:  It is further recommended that The PlayWell Group/PlayWorks, Inc. be authorized and appointed as project agent for the Highland Village Park Playground Project by Resolution R-1617-85.
