CONTRACT K-1920-37:  A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND PACE ANALYTICAL TO PROVIDE LABORATORY SERVICES FOR THE WATER TREATMENT PLANT, THE WATER RECLAMATION FACILITY, AND THE ENVIRONMENTAL SERVICES DIVISION.

BACKGROUNDThe Norman Water Reclamation Facility (NWRF), Water Treatment Facility and Environmental Services Division use many outside lab services to perform a variety of lab analyses throughout the year. Each division is required by local, state and federal law to perform certain analyses to meet either water quality standards or wastewater discharge requirements.  The lab analysis required varies based on regulations imposed by the Environmental Protection Agency (EPA). EPA imposed additional testing requirements beginning July 2019. During the past year, the NUA spent approximately $75,000 to $80,000 on meeting local, state, and federal testing requirements. As the requirements change, it is expected that the expenditures on testing will increase.

 

DISCUSSIONAll three divisions conducted a joint request for proposals (RFP) in April 24, 2019 and five different lab services companies answered the request. They were Oklahoma Department of Environmental Quality Lab Services (ODEQ) in Oklahoma City, Red River Laboratory Company of Oklahoma City, Accurate Labs of Stillwater, Oklahoma, Ana-Lab Corporation of Kilgore, Texas (who has a regional office in Norman) and Pace Analytical in Allen Texas. Ana-Lab Corporation, Accurate Labs and Pace Analytical were selected based on ranking criteria which included Oklahoma Department of Environmental Quality certification, price, EPA performance evaluation results and reporting capabilities. Red River and ODEQ Labs may be used in special circumstances but lab services contracts are proposed to be signed with Ana-Lab, Accurate Labs and Pace Analytical for all three divisions. Should additional testing be required under new state or federal regulations, such tests will be provided at the costs set forth in the contracts with Ana-Lab Corporation, Accurate Labs and Pace Analytical. For the contract, Ana-Lab, Accurate and Pace Analytical are still the premier labs that can meet all three division’s testing requirements. Pricing for each lab was updated and a one-year contract with a two year extended option will be signed.

 

Fiscal Year 2020 funds have been budgeted for the Water and Water Reclamation Division, Testing accounts:

 

Water Treatment Plant: $83,470 (031-5534-461.40-20, 031-5536-461.40-20 and 031-5551-461.40-20)

Water Reclamation Facility: $64,190 (032-5543-432.40-20, 032-5544-432.40-20 and 032-5545-432.40-20)

 

RECOMMENDATIONStaff recommends Norman Utilities Authority approve the contract (Contract 1920-37) for lab services with Pace Analytical.
