CONTRACT K-1920-51; A PIPELINE LICENSE BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND THE BURLINGTON NORTHERN SANTA FE (BNSF) RAILWAY COMPANY IN THE AMOUNT OF $8,666 FOR THE GRAY STREET WATER LINE REPLACEMENT PROJECT.

BACKGROUND: The Gray Street Waterline (WL) Replacement Project, pursuant to the current scope, replaces deteriorated 12-inch and 6-inch cast iron water line along Main Street, Flood Avenue, Gray Street, Tonhawa Street, University Boulevard, Webster Avenue, Santa Fe Avenue, Jones Avenue, and Peters Avenue. The cast iron pipe was constructed over 50 years ago and has had numerous leaks resulting in a significant loss of water and damage to the overlying or adjacent roadway. Repairs to the water line are time consuming for staff and very disruptive to traffic in the area when repairs are being completed. The new water lines will improve water transmission and will be constructed of non-corrosive materials such as polyvinyl chloride (PVC).

 

As part of this project, the existing 8-inch water line under the BNSF Railway just north of Gray Street will be replaced with a new 12-inch water line.  The proposed 12-inch water line will be installed within a 24-inch steel casing pipe (see attached map).  A pipeline license from the BNSF Railway Company is required to install this crossing of the railway.

 

DISCUSSION: The attached pipeline license (Contract K-1920-51) sets forth terms and conditions for the use of the railroad right-of-way at this location.  The license agreement requires the City of Norman to participate in the BNSF Railway Company’s protective liability insurance program at a fee of $1,266 as well as pay $7,400 for a perpetual contract and processing fees.  Staff will submit the signed pipeline license along with the required payment totaling $8,666 upon approval by City Council acting as the Trustees of the Norman Utilities Authority (NUA).

 

At this time, funding of $144,000 is available in Water Line Maintenance Projects, Land (account 031-9521-462.60-01; project WA0202).  No additional easement is anticipated for the project so remaining funds will be transferred to construction in the future if necessary.

 

RECOMMENDATION:  Staff recommends approval of Contract K-1920-51 for a Pipeline License with the BNSF Railway Company at a cost of $8,666 for installation of a replacement 12-inch water line under the railroad right-of-way just north of Gray Street for the Gray Street Waterline Replacement Project.
