CONTRACT K-1920-96: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CH2MHILL ENGINEERS, INC., IN THE AMOUNT OF $280,247 TO PROVIDE ENGINEERING SERVICES RELATED TO FINAL DESIGN AND BIDDING FOR THE ROBINSON WATER LINE REPLACEMENT PROJECT LOCATED BETWEEN 24TH AVENUE N.E. AND 12TH AVENUE N.E.

BACKGROUND: The Robinson Waterline (WL) Replacement project will ultimately replace over 6 miles of 16, 24 and 30-inch deteriorated and undersized waterlines between the Brookhaven Elevated Water Storage Tank and the Water Treatment Plant (WTP). This waterline is generally constructed of cast iron or ductile iron pipe installed in the 1960’s and early 1970's; the waterline has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive, time consuming for Norman Utilities Authority (NUA) and Norman Public Works staff and are disruptive to traffic in the area as repairs are completed.
Initially, the Robinson Waterline Under I-35 project was created (Project WA0195) to replace and enlarge the existing waterline along Robinson between 24th Avenue NW and the Robinson Water Tower; the estimated cost to complete this project is $7.1 million continuing through the end of 2019. Later, the Robinson Waterline Replacement, 24th NW to WTP (Project WA0242 attached) was created to complete the remainder of the replacement project; the estimated cost to replace waterlines along 4.5 miles of Robinson is $14.1 million over the next five years.
Request for Proposal (RFP) 1819-05 was distributed to consultants and the review team selected CH2MHILL Engineers, Inc., a wholly owned subsidiary of Jacobs Engineering Group Inc. (CH2MHILL), a national firm with local offices in OKC and Tulsa, OK as most qualified consultant for this phase of the project. The project will start from just east of 24th Avenue NE and install approximately 6,600 lineal feet (LF) of 30-inch water line to just west of 12th Avenue NE. A portion of the project will be directional drilled to minimize disruption to the J.D. McCarty parking lot as well as a small pond on the Veteran’s Center property.
DISCUSSION: Proposed Contract K-1920-96 will authorize CH2MHILL to provide preliminary and final design, bidding and construction administration for approximately 6,600 LF of 30-inch water line as a part of the Robinson WL Replacement Project (WA0242). The proposed project extends along Robinson from 24th Ave NE to 12th Ave NE and is illustrated on the attached map. The project schedule is shown in Attachment A, the work scope is detailed in Attachment B and associated cost is detailed in Attachment C to the contract.
The proposed initial contract totals $280,247 and is broken out into lump sum tasks in Attachment C. Construction Phase Services are not included at this time; these additional services will be considered by the NUA at a later date when we are closer to construction of the project. The waterline design is expected to be complete in approximately 12 months with bidding in late 2020.
Unencumbered funds in the amount of $511,911 are available in Robinson WL Replacement, Design (Account Org 31996383, Object 46201, Project WA0242) and is sufficient to fund the proposed contract.
RECOMMENDATION: Staff recommends that the NUA approve Contract K-1920-96 for $280,247 with CH2MHILL Engineers, Inc. of Oklahoma City.
