BACKGROUND: The Indian Hills Road Bridge over Interstate 35 (I-35) is currently rated as a structurally deficient bridge due to the poor condition of the columns and the bridge deck.  This means the bridge is reasonably safe to leave in service, but that serious maintenance is needed in order to prevent further deterioration of the structure.  Further deterioration of this bridge could result in an increased risk to the traveling public and potential closure of the bridge.  The proposed repairs are necessary at this time to maintain safety.  The maintenance of City street bridges over interstates and state highways is the joint responsibility of the Oklahoma Department of Transportation (ODOT) and the local government having jurisdiction over the roadway. When repairs and routine maintenance activities are required, the cost of the work is divided based upon which portion of the bridge structure is undergoing construction. Maintenance of beams, pier caps, columns and footings, commonly referred to as the substructure of the bridge, is the responsibility of ODOT. Maintenance of the bridge deck or riding surface, and the safety rail, commonly referred to as the superstructure, is the responsibility of the local jurisdiction.

 

The scope of work for this project is being completed to keep the structure in service until a full replacement can be completed.  The replacement of the Indian Hills Road overpass is shown in the ODOT eight (8) year plan and is tentatively scheduled for the 2020 fiscal year. 

 

On February 12, 2013, Council approved Contract K-1213-158, a project agreement with ODOT for the rehabilitation of the Indian Hills Road Bridge over I-35.  Based on the Engineer’s Estimate, the total construction cost was $587,907.23. ODOT’s share was estimated to be $376,686.33 and the local share was $211,220.90.

 

DISCUSSION:  ODOT opened bids on February 21, 2013 and the low bid was 17.3% higher than the Engineer’s Estimate which required a review of the bids.  During the review process, ODOT staff determined an error in the original Engineer’s Estimate of $587,907.23 and revised the Engineer’s Estimate to $638,895.50.  The apparent low bidder was Wildcat Construction Company, Inc. of Wichita, Kansas with a bid of $689,416.61.  The low bid is $50,521.11 or 7.9 % higher than the revised Engineer’s Estimate.  The total project cost, including construction management, is $730,781.61.  The estimated cost of the City’s portion of the bridge rehabilitation project increased by $20,096.43 to $231,317.33. The Oklahoma Transportation Commission awarded the bid to Wildcat Construction Company during their March 4, 2013 meeting.  Based on actual bid prices, ODOT has invoiced the City for the additional $20,096.43, which will require a fund transfer. Without the additional funding, the repair to the bridge deck will not be completed.

 

Construction is scheduled to begin in May of 2013.  Completion of the project is anticipated in the late summer or early fall of 2013.  The Indian Hills Road bridge crossing over I-35 will be closed to traffic periodically during the project construction for the completion of the necessary repairs.  Traffic on I-35 will remain open throughout construction. 

 

Staff recommends funding for the City’s portion of this project from a transfer of a portion of the budgeted allocation to the Cedar Lane Widening, 12th Avenue SE to Classen Boulevard, Right-of Way (Account No. 050-9079-431.60-01, Project No. TR0235).  Funds for the Cedar Lane project have been made available through the August 28, 2012 approval of General Obligation bond funds by the voters of Norman.

 

RECOMMENDATION:  Staff recommends transferring $20,096.43 from the Cedar Lane Widening Project, (Account No. 050-9079-431.60-00, TR0235) to the Capital Fund, Indian Hills Road Overpass Reconstruction, Construction (Account No. 050-9687-431-61-01) Project No. TR0049 and direct payment thereof.
