CONTRACT K-1415-144: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN AND URBAN CONTRACTORS, L.L.C., IN THE AMOUNT OF $38,325 FOR THE SANTA FE DEPOT SEWER LINE REPAIR PROJECT AND ADOPTION OF PROJECT AGENT RESOLUTION R-1415-109.

BACKGROUND:  Each year, the Capital Improvement Project Budget includes a project to cover costs associated with existing facility maintenance.  This category includes projects from all departments; and also carries a contingency fund amount to cover other projects which arise during the fiscal year.  Recently, it was discovered that the sewer lines which service the Santa Fe Depot have experienced significant failure, which have resulted in repeated back-ups in the basement of the building.  The space is currently leased to the Norman Performing Arts Studio.  They operate their non-profit business in the building, as well as keeping the building open each day for AMTRAK passenger service.  The space is often rented for parties, weddings, receptions, and is used as an art gallery throughout the year.

 

The building is owned by the City of Norman; and, as such, received regular maintenance on its structure and mechanical systems.  However, there has been a noticeable increase this spring in the maintenance calls to service the sewer line in the building basement.  Because of this, the Line Maintenance division was enlisted to determine if the sewer service line was compromised in some way.  It was discovered during this time that the old cast iron sewer line is no longer intact between the building and the sewer main line that runs east-west in the lawn area south of the building.  This line is in need of replacement with a modern Polyvinyl Chloride sewer line.  Also, the building basement will benefit greatly by adding an automatic sump-pump in the floor of that space, to help keep the building dry during ground-water flood events.

 

This Agenda Item addresses the bid quotations required to do all of the work associated with the re-plumbing of the Santa Fe Depot basement and the sewer line replacement between the building and the sewer main line south of it.  The removal and subsequent replacement of the bricks on the Depot platform to make room for a trench in that area will be done via a separate price quote by a masonry contractor ($2,500, total).

 

DISCUSSION:  A quote sheet was prepared by the Utilities Department project management team and distributed for quotations.  The lowest and best quotation was received from Urban Contractors, LLC (Urban), in the amount of $38,325.  This is a turn-key project below the competitive bid limit dollar amount requirements ($50,000).  Staff has obtained all the necessary affidavits and insurance for the project and will notify Urban to proceed upon approval by Council.

 

There is sufficient funding available in the Existing Facility Maintenance account to fund a project to cover these costs, which will be done immediately upon approval of the attached price quotations.

 

RECOMMENDATION It is recommended that City Council approve Contract K-1415-144 with Urban Contractors, LLC, in the amount of $38,325 for the Santa Fe Depot Sewer Line Repair Project.  It is also recommended that Resolution R-1415-109 be adopted, granting tax exempt status.  The total project budget is $41,000.  Funding is available in the Santa Fe Depot Sewer Line Repair Project (account 050-9677-419.61-01; project EF0201).
