BACKGROUND: The City of Norman and the Norman Utilities Authority (NUA) have been working to better utilize our water resources for many years. In March 1995, the University of Oklahoma (OU), in cooperation with the NUA, obtained a permit from the Oklahoma Department of Environmental Quality (ODEQ) to land apply (irrigate) treated wastewater effluent to over 100 acres at the OU golf course. This process has continued to the present day with the NUA providing approximately 64 million gallons (MG) of treated effluent to OU during 2014.
 
In April 2009, the NUA completed non-potable water system improvements at the Water Reclamation Facility (WRF) that allow treated effluent, rather than potable water, to be reused in the various treatment processes. During 2014, almost 100 MG of effluent was recycled reducing potable water needs by an average of almost 0.3 million gallons per day (MGD).
 
On September 11, 2012, the NUA approved Contract K-1213-54 with Alan Plummer Associates, Inc. in the amount of $27,600 (APAI) to prepare an engineering report (ER) as the first step in permitting effluent reuse for irrigation at the existing Yard Waste Composting Facility. The ER was originally submitted to DEQ on September 6, 2013. After several meetings with DEQ and resubmittals, the ER for Effluent Reuse at the Compost Facility was approved on September 23, 2014.
 
The project will include modifications to existing effluent pumping and chlorine feed systems, new piping from the Water Reclamation Facility crossing Bratcher-Minor Road to the Composting Facility and connection of piping to the existing irrigation pumping system. Based on past usage, it is anticipated that approximately 2.5 MG of potable water will be saved annually upon project completion.
 
DISCUSSION: Amendment No. 1 to Contract K-1213-54 will authorize APAI to complete construction drawings and specifications for the project at a lump sum cost of $36,900. The work scope is detailed in Attachment B while the cost breakdown is shown in Attachment C. It is anticipated that the design will be complete in about 120 days or by June 2015. The project would then be bid with the work anticipated to be complete by the end of 2015.
 
The Fiscal Year Ending 2015 (FYE15) budget includes design funds totaling $40,000 for the project. The proposed fee of $36,900 will be funded from design account 032-9911-432.62-01, Effluent Reuse at the Compost Facility (WW0058).
 
RECOMMENDATION: Staff recommends that the NUA approve Amendment No. 1 to Contract K-1213-54 with Alan Plummer Associates, Inc. for $36,900 with funding as indicated above.
