CONSIDERATION OF A FINAL SITE DEVELOPMENT PLAN AND FINAL PLAT FOR CLASSEN CROSSINGS APARTMENTS AND RETAIL ADDITION, A PLANNED UNIT DEVELOPMENT, AND THE ACCEPTANCE OF PUBLIC DEDICATIONS CONTAINED THEREIN. (GENERALLY LOCATED ON THE WEST SIDE OF CLASSEN BOULEVARD JUST SOUTH OF CONSTITUTION STREET)

BACKGROUND: This item is a final plat for Classen Crossings Apartments and Retail Addition, a Planned Unit Development, and is generally located 210 feet south of Constitution on the west side of Classen Boulevard.
City Council, at its meeting of January 27, 2015, adopted Ordinance No. O-1415-11 placing this property in the PUD, Planned Unit Development. In addition, City Council approved the preliminary plat for Classen Crossings Apartments and Retail Addition, a Planned Unit Development. Norman Development Committee, at its meeting of November 9, 2015, reviewed the final site development plan, final plat and program of public improvements for Classen Crossings Apartments and Retail Addition, a Planned Unit Development, and recommended that the final site development plan and final plat be submitted to City Council for consideration.
The project will consist of two (2) lots with 44 residential units with some detached garages and amenities on 2.65 acres. The commercial property consists of one (1) lot with plans for a retail shop and restaurant on 1.28 acres.
A privately-maintained storm water detention facility will be located in the southwestern portion of the property and open space areas are included within the development
Park land fee in the amount of $2,433.75 has been negotiated with City staff. The owner/developer has paid the required park land fee.
DISCUSSION: Staff has reviewed the required construction plans for public improvements. Public improvements for this property consist of water with fire hydrants and sanitary sewer. The Development Committee, on November 9, 2015, accepted Subdivision Bond No. B-1516-31 securing the public improvements and seeking concurrent construction.
STAFF RECOMMENDATION: The final plat and final site development plan are consistent with the preliminary plat. Based upon the above information, staff recommends approval of the final site development plan and final plat, acceptance of the public dedications contained therein and authorization of the Mayor to sign the final plat and a subdivision bond/cash surety for the public improvements for Classen Crossings Apartments and Retail Addition, a Planned Unit Development.
